A RESOLUTION ACCEPTING THE COMPLETED WORK
OF FRANK J. MUHAN, INC. AT A TOTAL COST
OF $425,599 FOR ORANGE BOWL - FIELD
LIGHTING IMPROVEMENT; AUTHORIZING AN
INCREASE IN THE APRIL 30, 1984 CONTRACT
WITH FRANK J. MORAN, INC. FUR SAID WORK
IN THE NET AMOUNT OF $9,998; AND
AUTHORIZING A FINAL PAYMENT OF
$12,0'16.01; FURTHER ACCEPTING THE $6,000
DONATION OF THE ORANGE BOWL COMMITTEE TJ
DEFRAY A PORTION OF THE EXTRA COST OF
SPECIAL LIGHTING FEATURES REQUESTED BY
THEM.
WHEREAS, there exists a contract dated April 30, 1984
between the City of Miami and Frank J. Moran, Inc. for
Orange Bowl - Field Lighting Improvements; and
WHEREAS, the work has been satisfactorily completed and
Frank J. Moran Inc, has furnished the required documents
certifying that all bills for labor and materials have been
paid in full in connection with the aforesaid contract; and
WHEREAS, the repair of deteriorated structural members
of all 8 light towers uncovered by the work, correction of
code violations discovered in existing electrical wiring
that was not being replaced as part of the project, and
special lighting features requested by the Orange Bowl
Committee caused an overrun in the contract amount of
$24,998; and
WHEREAS, Resolution #84-889 passed 7 -30-84 authorizing
an increase of $15,000 in the contract amount will reduce
the final overrun of the contract amount $9,998; and

the City Manager and the
Director of the
Department of
Public Works recommend the
increase of $9,998
to cover the increase in contract; and
WHEREAS, the Orange Bowl Committee has donated a sum of
$6,000 to the City of Miami to partially defray the cost of
the special lighting features installed;
NOW, THEREFORE, BE IT KESULVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The amount of the April 30, 1984 contract
with Frank J. Moran, Inc. for Orange Bowl - Field Lighting
Improvement is hereby increased in the net amount of $9,998
with monies therefore hereby allocated from Tourist
Development Authority Funds.
Section 2. The completed work performed by Frank J.
Moran, Inc. for Orange Bowl Field Lighting Improvement is
hereby accepted at a total cost of $425,599•
Section J. The proper officials of the City of Miami
are hereby authorized to pay to Frank J. Moran, Inc. a
balance of $12,076.01 as full and final payment for all work
performed and all materials furnished in connection with the
aforesaid contract.
Section 4. The donation of $6,000 from the orange Bowl
Committee is hereby accepted.

SUBJECT: RESOLUTION FOR INCREASE IN
CONTRACT, FINAL PAYMENT AND
ACCEPTING DONATION OF THE
REFERENCE&ORANGE BOWL COMMITTEE -

The Department of Public Works recommends the
adoption of a resolution accepting the
completed work of Frank J. Moran, Inc. at a
total cost of $425,599; authorizing an increase
in the contract amount of $9,998 and
authorizing a final payment of $12,076.01;
further accepting the $6,000 donation of 4.-he
Orange Bowl Committee to defray a portion of
the extra cost of special lighting features
requested by them.
Frank J. Moran, Inc. has completed she project consiscing of
replacement of all of the remaining incandescent light
fixtures with metal halide, fast restart fixtures, the
relocation of all of the existing ma6al halide fixtures, the
installation of a central control system for the lights, and
the reworking of 144 existing light fixtures, all pertaining
to the playing field lighting of the Orange Bowl Stadium.
The specified work uncovered deteriorated structural members
on all eight light towers that had to be repaired, code
violations in the electrical wiring not being replaced as
part of the project that had to be corrected and special
lighting control features that allows for the lighting of the
center of the field only as requested by the Orange Bowl
Committee caused an overrun in the contract amount for the
project of $24,998.
Fifteen thousand dollars of the overrun has already been
funded by Resolution #84-889 passed 7-30-84. It will be
necessary to increase the contract amount by an additional
$9,998 to cover the total overrun of the contract amount.
Funds for the increase are available from Tourist Development
Funds already allocated to the project.

The Orange Bowl Committee has donated $6,000 to the City of
Miami to defray a portion of the additional cost caused by
the special lighting fixtures they requested.
The recommended resolution will accept the completed work of
the contractor, authorize the requested increase in contract,
authorize final payment to the contractor and accept the
donation from the Orange Bowl Committee.
