A RESOLUTION ALLOCATING AN AMOUNT NOT TO
RXCEED $52,000 FROM SPECIAL PROGRAMS AND
ACCOUNTS, CONTINGENT FUND, FOR THE PURPOSE OF
CITY PARTICIPATION IN THE C.O.T.A.L. CONGRESS
(CONFEDERACION DE ORGANIZACIONES TURISTICAS
DE LA AMERICA LATINA) TO BE HELD IN MIAMI MAY
11T11 THROUGH THE 18T11, 1.9B5. SUBJECT TO THE
GREATER MIAMI HOST COMMITTEE PROVIDING THE
CITY MANAGER WITH ATTENDANCE FIGURES, COPY OF
A CERTIFIED AUDIT OF ITS BOOKS, AND THE CITY
i RETAINING THE RIGHT TO AUDIT THE BOOKS OF
THIS EVENT IF DEEMED NECESSARY; FURTHER
CONDITIONING SAID ALLOCATION UPON A LIKE
AMOUNT BEING CONTRIBUTED 13Y THE CITY OF MIAMI
BEACH AND UPON THE CONDITION THAT 50% OF THE
DELEGATES ATTENDING WILL BE HOUSED IN THE
{ CITY OF MIAMI.
WHEREAS, the C.O.T.A.L. Congress, is the type of event that
promotes the City of Miami as an international site for latin
travel agents and tourists.
WHEREAS, on March 28, 1985, pursuant to Motion No. 85-321,
the City Commission approved the expenditure of an amount not to
exceed $52,000 for the purpose of City participation in the
"C.O.T.A.L. Congress";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. An amount not to exceed $52,000 is hereby
allocated from Special Programs and Accounts, Contingent Fund,
for the purpose of City participation in the "C.O.T.A.L.
Congress" to be held May 11 - 180 1985.

Section 2. The herein allocation is conditioned upon the
Greater Miami Host Committee providing the City Manager with
attendance figures, copy of a certified audit of its books, and
the City retaining the right to audit the books of this event if
deemed necessary.
Section 3. The herein allocation is conditioned upon a like
amount being contributed by the City of Miami Beach and upon the
condition that 50% of the delegates attending will be housed in
the City of Miami.

it is recommended that the City Commission
allocate an amount not to exceed $52,000
from Special Programs and Accounts, Contingent
Fund, in support of the C.O.T.A.L. Congress
to be held in Miami, May 11-18, 1985. This
action formalizes Motion 85-321 passed on
March 28, 1985.
On March, 1985, the City Commission, by Motion 85-321, expressed
it's intent to allocate $52,000 in support of the C.O.T.A.L.
Congress to be held May 11-180 1985.
The 1985 C.O.T.A.L. Congress culminates a three (3) year effort
by the City of Miami Convention Bureau and all of Dade County,
along with the State of Florida to bring into our City 4,000
Latin American travel agents, with the hope of promoting and
reviving tourism for our City.
The proposed resolution covers the concerns of the City
Commission as reflected in Motion 85-321.
