AN EMERGENCY ORDINANCE ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED: "SUMMER
FOOD SERVICE PROGRAM FOR CHILDREN
1985", AND APPROPRIATING FUNDS FOR THE
OPERATION of SAME IN THE AMOUNT OF
$4340642 CONSISTING OF A GRANT FROM THE
UNITED STATES DEPARTMENT OF AGRICULTURE
AND AUTHORIZING THE CITY MANAGER TO
ACCEPT THE GRANT AWARD FROM THE UNITED
STATES DEPARTMENT OF AGRICULTURE AND TO
ENTER INTO THE NECESSARY CONTRACT(S)
AND/OR AGREEMENT(S) FOR THE ACCEPTANCE OF
THE GRANT; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the Florida Department of Education: Food and
Nutrition Management has agreed to reimburse the City of Miami at
a rate of $1.645 per summer lunch provided to children within the
parks of the City of Miami; and
WHEREAS, the $1.645 reimbursement will provide $1.525 for
operational and lunch costs and 120 for administrative costs for
the program; and
WHEREAS, an estimated 264,220 lunches will be served during
the project period starting June 24th and ending August 23rd,
1985; and
WHEREAS, an estimated $4340642 will be received from the
State of Florida for carrying out the program;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI,FLORIDA:
Section 1. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein;

Section 2, This appropriation is contingent upon the
approval of the City`s application by the Florida Department of
i;ducation and the City Manager's acceptance thereof.
Section 3. The City Manager is hereby authorized to accept
the grant as set forth in the preamble to this ordinance and to
enter into the necessary contract(s) and/or agreement(s) to
accept the grant for the summer food service program for
_ children.
Section 4. If any section, part of section, paragraph,
-- clause phrase, or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.
Section 5. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
-- of Miami and upon the further grounds of the necessity to make
the required and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 6. The requirement of reading this ordinance on two
separate nays is hereby dispensed with by a Vote of not less than

"It is recommended that the City Commission
- adopt the attached emergency ordinance
appropriating funds in the amount of $434,642
,_ to be received from the United States
bepartment of Agriculture to conduct a summer
food service program for youth aged 18 and
under from June 24, 1985 through August 23,
1985."
Since 1968, the City of Miami has provided a nutritious lunch to
our youth as part of a comprehensive summer recreation program
featuring arts and crafts, a variety of sporting activities,
- field trips, and special events. This year, we plan to serve up
to 6,005 lunches per day using twenty-five. (25) sites throughout
the City.
The Florida Department of Education will .reimburse the City at a
fixed rate of $1.645 per lunch. This rate will provide
sufficient funds to cover the lunch cost and hire up to 69
temporary, part-time recreation aides to operate the program.,
It is recommended by the Department of Parks and Recreation that
_ the attached emergency ordinance be adopted at the April 11
Commission meeting so that start-up funds can be expended to
prepare for the summer food program.
NOTE: A resolution authorizing Metropolitan Dade County to
select a vendor(s) for the program is also being presented
for City Commission action on April 11.
