AN EMERGENCY ORDINANCE AMENDING SECTION
1 OF ORDINANCE NO. 9901, ADOPTED
SEPTEMBER 21, 1984, THE ANNUAL
APPROPRIATIONS ORDINANCE FOR FISCAL YEAR
ENDING SEPTEMBER 30, 1985 BY INCREASING
THE APPROPRIATIONS IN THE GENERAL FUND
PARKS AND RECREATION DEPARTMENT IN THE
AMOUNT OF $121,000 AND BY DECREASING THE
APPROPRIATIONS FOR SPECIAL PROGRAMS AND
ACCOUNTS/ PARKS IMPROVEMENT FUND IN A
LIKE AMOUNT FOR THE PURPOSE OF PROVIDING
OPERATING EXPENSES FOR JOSE MARTI
RIVERFRONT PARK FOR THE REMAINDER OF
FY185; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.
WHEREAS, Jose Marti Riverfront Part, has been completed and was
formally dedicated on January 26, 1985; and
WHEREAS, an operating budget for the park in the amount of
$121,000 should be established which will enable the City to operate
the park and pool facilities for the remainder of FY185; and
WHEREAS, funding in a like amount is available from Special
Programs and Accounts/Parks Improvement and can be utilized for said
purpose;
NOW, THEREFORE BE IT ORDAINED by the Commission of the City of
Miami, Florida:
Section I. Section 1 of ordinance no. 9901 adopted on September
21, 1984, the Annual Appropriations Ordinance for Fiscal Year ending
September 30, 1985 as amended is hereby further amended in the
following particulars:l/
"Section 1. The following appropriations are
made for the municipal operations of the City
of Miami, Florida, for the fiscal year 1984-85,
including the payment of principal and interest
on all General Obligation Bonds:

Section 2. The herein appropriation of $1210000 into the General
Fund, Parks and Recreation Budget and a like decrease in Special
Programs and Accounts/Parks Improvement Fund is for the purpose of
providing operating expenses for Jose Marti Riverfront Park through
the remainder of FY'85.
Section 3. All or parts or ordinances insofar as they are in
conflict with the provisions of this ordinance are hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.
Section 5. This ordinance is hereby declared to be an emergency
measure on the grounds of urgent public need for the preservation of
peace, health, safety, and property of the City of Miami, and upon the
further ground of the necessity of allow the Parks and Recreation
Department to proceed with the operation of Jose Marti Riverfront
Park, and is adopted by a 4/5ths vote.

the amount of $121,000 for the
purpose of providing operating
expenses for Jose Marti Riverfront
Park for the remainder of FY185.
Funding in a like amount is
available from Special Programs and
Accounts/Parks Improvement Fund.
Jose Marti Riverfront Park was completed and formally dedicated
on January 26, 1985. it is essential that a budget be
established for the operation and maintenance of the Park for the
remainder of FY'85.
The importance of Jose Marti Riverfront Park cannot be over-
emphasized. This new 10 acre facility which cost over $5
million, will be a symbol of the City's efforts to upgrade East
Little Havana and serve as a commitment to the environmental
enhancement of the Miami River. In establishing a budget for the
park, several important factors were considered. The parks large
size (10 acres) and the extensive facilities (pool, courts,
playfields, riverwalk, etc.). The pool is the only heated pool
in the City system and can be used all year. The pool will be
open 7 days a week during the summer and 3 days a week in the
winter for swimming clubs, private groups and public sessions.
The park is already heavily used by neighborhood youths and the
Department of Parks and Recreation has received numerous requests
from civic organizations and senior citizen groups to have events
in the park.
The recommended budget for the remainder of -Y'85 is $121,000,
Funding at this level will enable the City to operate the park
and pooh. 'throughout the remainder of PY'85. This funding will
also provide for contracted security services whose employees
will assist the City's Police Department in patrolling the park,
The attaohed emergency ordinance is prepared Tor the March 21,
1955 City Commission meeting.
