HomeMy WebLinkAboutO-09979Amend, No, 3,. t6 85185 OrdinanCt o, 9939 ORDINANCE ND,' .._ AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO, 9939, ADOPTED DECEMBER 201 1984, THE CAPITAL IMPROVEMENT APPROPRIATIONS ORDINANCE, 8Y APPROPRIATING AN AMOUNT OF WOW FROM CAPITAL IMPROVEMENT FUND, INTEREST EARNINGS TO ESTABLISH THE GOVERNMENT CENTER PARKING GARAGE ACCESS IMPROVEMENTS PROJECT; CONTAINING A REPEALER PROVISION AND A SEVERA91LITY CLAUSE, WHEREAS, the City Commission adopted Ordinance No. 9939, on December 20, 1984, establishing resources and appropriations for the implementation of capital improvements in the City of Miami, Florida; and WHEREAS, the City Commission on July 30, 1984 passed Motion No: 84- 84 allocating 535,000 to improve the entrance/exit to the Government Center Parking Garage pursuant to a request made by Roger Carlton on behalf of the Off -Street Parking Authority and WHEREAS, the Off -Street Parking Authority has received bids on this project and has requested $55,000 to cover these improvements and other parking equipment related to the new entrance, such as ticker spitter, gates and card readers; and WHEREAS, it has been determined that funds for this project will come from Interest Earnings Capital Improvements Fund; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI$ FLORIDA: 'Section 1. Section 1 of Ordinance No. 9939, adopted December 20, 1984, is hereby amended in the following particulars: 1/ Section 1. The following appropriation hereby made by fund and project title include previously authorized projects and fund appropriations for implementation of all municipal capital improvements of the City of Miami, Florida. The source of revenues to support the herein appropriations are hereby identified by fund and project: Appropriations ($ x000) 3. Culture and Recreation B. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with provisions of this ordinance are hereby repealed, Section 3. If any section, part of section, paragraph, clause, phrase or viord of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further ground of the necessity to allow the Off -Street Parking Authority to proceed with the improvements of the Government Center Parking Garage in an expeditious manner. Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Section 6. The recitals appearing in the preamble to this Ordinance are hereby adopted by reference as if fully set forth verbatim in this Section and constitute an accurate description of the nature of the herein appropriation as appearing in the title of this Ordinance. Rosencrantt January 301 1988 City Manager tit: 3U dJtci`: Agenda item i RROM: REFEREN�ESe Carlos E, Garcia Director of Finance ENCLOSURES: It is recommended that the Miami City Commission approve the attached emergency ordinance appropriating an amount of $55,000, from Capital Improvement inter- est earnings to establish the Government Center Parking Garage Access Improvement Projects. The City Commission on July 30, 1984, passed Motion No. 84-794 allocating $35,000 to improve the entrance/exit to the Government Center Parking Garage pursuant to a request made by Roger Carlton on behalf of the Off -Street Parking Authority. Due to an oversight the estimated cost of the equipment needed to operate the gate was not included in the original amount requested from the City Commission. The $35,000 estimated covered only the General contractors cost. The lowest bid received by OSPA for the construction work was for $39,510. In addition, peripheral equipment, such as ticket spitter, gates, card reader, etc., at a cost of S15,160 is required to make the new gate operational. The attached emergency ordinance in the amount of SS5,000 will enable the Off Street Parking Authority to open a new gate at the Government Center Parking Garage which would facilitate access, increase usage of the facility and reduce its operational_ deficit. cc: Law Department 1] MIAMI REVIEW AND DAILY RECORD Published Daily except Saturday, Sunday and Legal Holidays Miami.
