City's proposed re -districting plan is designed to totally contain and dilute Miami's Black voting strength by jerrymandering and including a dispropor- tionate number of voters into one district (#I); B. City's plan violates court precedents regarding the concept and law of district compactness; C. City plan flagrantly violatescourt rulings regarding re -districting by blatlantly dividing a voting c orrmu n i t y; D. City plans promotes an at -large voting scheme which would mitigate against Miami's Black community at large voting schemes are synonymous to "majority takes all." E. Therefore,on behalf of a group of concerned Black citizens, I am recommending that you abandon the proposed re -districting plan and consider an alternative plan which would more appropriately adhere to court precedents and offer Miami's Black voting communities a fair and reasonable opportunity to elect candidates y.. of their choice. This substitute re -district plan recorrmends that the city's electorate be divided into 6 districts with each .': having approximately 20,000 regional voters, vs. the city plan which calls for four districts with 30,000 voters each and additionally two at large seats plus a Mayor. The Candidate for office of Major would be the only candidate required to run -at -large.
