"It is recommended that the State of Florida be authorized to de -obligate the $200,000 _ ! grant received from the Florida Recreation Development Assistance Program for the development of Virginia Key, per the attached resolution." h. On July 22, 1982, by Resolution No. 82-632, the City Commission authorized the City Manager to accept a $200,000 grant award from the Florida Recreation Development Assistance Program for the development of Virginia Key Park. This grant was matched with � $250,000 which had been previously appropriated by Ordinance No. I 9353, on November 12, 1981, for a total project of $450,000. After the completion of the Competitive Selection Process the City Manager was authorized by Resolution No. 82-1142, of December 9, 19820 to execute an agreement in the amount of $135,000 with Synterra Ltd. for design services for a $315,000 construction project. Synterra subsequently completed approximately 90% of the design; enough to develop cost estimates. A review of the cost estimates revealed that utilities and sewer connections on the park site would cost almost half of the construction budget, leaving an insufficient amount to develop a viable park site. The City Commission by Ordinance Nos. 9783 and 9784, on January 26, 1984, approved a $35,000,000 Park and Recreational Facilities Bond Program and authorized a special municipal election for its approval by the voters. This bond program included $5,000,000 for the development of Virginia Key Park. The proposal was subsequently defeated at the polls on March 13, 1984. Since that time, no new sources of funding have been identified for this project. The Parks and Recreation Department recommends that the $200,000 grant be de -obligated and that the $35,473.60 already received as a reimbursement be returned to the Florida Department of Natural Re- 0i6 sa a SM � Sergio Pereira April 24, 1985 page 2 sources.
