FOR FURNISHING 017E (1) GREENS AERATOR TO THE DEPARTMENT OF PARKS AND RECREATION AT A TOTAL COST OF $6,311.50; ALLOCATING FUNDS THEREFOR FROM THE GOLF COURSES ENTERPRISE FUNDS - OPERATING BUDGET; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE ASSISTANT CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, pursuant to public notice, sealed bids were received March 25, 1985 for the furnishing of One (1) Greens Aerator to the Department of Parks and Recreation; and WHEREAS, invitations were mailed to 27 potential suppliers and 3 bids were received; and WHEREAS, funds for this purchase are available in the Golf Courses Enterprise Fund - Operating Budget; and WHEREAS, this equipment will be used by the Department of Parks and Recreation, Melreese Golf Course; and WHEREAS, The City Manager and the Director of the Department of Parks and Recreation recommend that the bid received from Hector Turf, Inc. be accepted as the lowest responsible and responsive bid; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The March 25, 1985 bid of Hector Turf, Inc. for furnishing One (1) Greens Aerator to the Department of Parks and Recreation at a total cost of $6,311.50 is hereby accepted with funds therefor hereby allocated from the Golf Courses Enterprise Funds - Operating Budget. IrILIC. -V - Pursuant to solicitation of bids for one (1) Greens Aerator to be utilized at the Melreese Golf Course, three (3) bids and six (6) no bids were received. An evaluation has determined the bid of Hector Turf, Inc., as meeting specifications, be accepted at a total cost of $6,311.50, with funds available from the Golf Course Enterprise Fund - Operating Budget. The recommended bid of Hector Turf, Inc. was not the lowest bid. The DeBra Turf & Industrial Equipment Company's bid of $4,614.00 was $1,697.50 lower, however the Salsco unit offered was a new, unproven model in which the quality was questionable. Additionally, a demonstration of the cheaper Salsco unit revealed a high level of noise and vibrations. This noise level exceeds allowable levels established by OSHA. In that the golf courses own and operates two (2) Ryan Aerators, and have part supplies on hand, future maintenance and repair costs would be reduced. It is, therefore, recommended that in the best interest of the City, the recommended bid of Hector Turf, Inc., for one (1) Ryan 544801, be awarded as per the attached resolution. POTENTIAL BIDDERS: 27 BIDS RECEIVED: 3 TABULATIONS Attached FUNDS: Golf Courses Enterprise Funds - Operating Budget MINORITY PARTICIPATIONS Invitations to bid were sent to three 3 Back and four (447 Hispanic firms engaged in the sale of Lawn and Garden supplies , as located in these sources: 1. "Metropolitan Dade County Minority Vendor Directory." 2. "Bidder applications on file in Purchasing." 3. "Previous bids on file in Purchasing." No minority response was received.
