CITY OF MIAMI INTERNATIONAL TRADE AND DEVELOPMENT COMMITTEE'S INTERNATIONAL BUSINESS CENTER SUB- COMMITTEE TO COMMENCE LEASE NEGOTIATIONS ON BEHALF OF THE CITY OF MIAMI AND TO RECOMMEND TO THE CITY COMMISSION THE MOST APPROPRIATE SITE LOCATION AND ATTENDANT LEASE FOR MIAMI'S "INTERNATIONAL BUSINESS CENTER" AND FURTHER AUTHORIZING THE EXECUTION OF A PROFESSIONAL SERVICES CONTRACT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN AN AMOUNT NOT TO EXCEED $13,000 WITH RICHARD B. GERAGHTY WHO WILL BE RESPONSIBLE FOR SUPERVISING AND MANAGING THE DEVELOPMENT OF MIAMI'S INTERNATIONAL BUSINESS CENTER THROUGH THE INITIAL PLANNING AND ORGANIZATIONAL STAGES TO THE POINT OF IMPLEMENTATION AND OPERATION. WHEREAS, pursuant to Resolution No. 84-1099, the City Commission approved, in principle, a motion passed at the September 19, 1984 meeting of the City of Miami's International Trade and Development Committee (ITDC) supporting the International Center of Florida's objective of continuing to explore the development of an "International Business Center" in Miami; and WHEREAS, the ITDC's International Business Center Sub - Committee has issued a report recommending four sites as suitable locations for the proposed center: the Freedom Tower, Brickell Bay Office, the Four Ambassadors and Banco Industrial de Venezuela; and WHEREAS, the establishment of the "International Business Center" would further project Miami's image as an exceptionally attractive U.S. location for trade and investment since international business development efforts would be professionally coordinated from a single location; and CITY COMMISSION MEETING OF MAY - 9 im ion AW6Z . 4� s. .2" V WHEREAS, it is necessary to engage an individual on a full-time basis to manage the negotiation of the lease and to �A, supervise and manage the development of Miami's International cif Business Center through the initial planning and organizational stages to the point of implementation and operation. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The motion passed at the February 209 1985 meeting of the City of Miami's International Trade and Development Committee U TDC) recommending that the City Commission approve the findings of a survey of potential co -tenants in the proposed Miami International Business Center and of available office space in Miami is hereby approved. Section 2. The ITDC's International Business Center Sub - Committee is hereby authorized to commence lease negotiations on behalf of the City of Miami and to recommend to the City Commission RX.- the most appropriate site for the establishment and location of .;. Miami's "International Business Center" and an attendant Lease for 4 said site. Section 3. The City Manager is authorized to enter into a Professional Services Contract, in a form acceptable to the City Attorney, in an amount not to exceed $13,000 with Richard B. Geraghty who will be responsible for supervising and managing the development of Miami's International Business Center through the initial planning and organizational stages to the point of i implementation and operation. Geraghty who will be responsible for supervising and managing the development of Miami's International Business Center through the initial planning and organizational stages to the point of implementation and operation." Based upon a motion passed at they September 19, 1984 meeting of the City of Miami's International Trade and Development Committee, a thirty-four member advisory group whose principal objective is to advise the City on the development of a five-year international trade promotion strategy, the City of Miami City Commission adopted Resolution No. 84-1099 on October 10, 1984 supporting in principle the International Center of Florida's objective of continuing to explore the development of an "International Business Center" in Miami. On February 20, 1985, the ITDC's International Business Center Sub - Committee presented a report detailing the findings of a survey of potential co -tenants in the proposed Miami International Business Center and of available office space. The Sub -Committee has recommended four suitable locations given availability and cost per square foot -- the Freedom Tower, Four Ambassadors, Brickell Bay Office and Banco Industrial de Venezuela. F, • Sergio Pereira Page 2 The full Committee approved the Sub -Committee's report and recommended that the report be presented before the City of Miami Commission for review and approval. Further, the Committee requested that the City Commission authorize the Sub -Committee to commence lease negotiations on behalf of the City of Miami and to recommend the most appropriate site to the Committee for further recommendation to the City of Miami Commission. In order to assure the development of Miami's International Business Center, we are recommending that the City enter into a Professional Services Contract with Mr. Richard B. Geraghty for the purpose of supervising and managing the development of Miami's International Business Center through the initial planning and organizational stages to the point of implementation and operation. Specifically, Mr. Geraghty will be responsible for negotiating the master lease; negotiating the subleases; supervising and coordinating the floor plan and tenant improvements for the tenants/subtenants; exploring and evaluating the feasibility/desirability of incorporating the World Trade Center concept; selecting a name for the center; developing a 5-year operating budget and business plan; planning and organizing the administration for the center; and developing and implementing the initial marketing plan for the center. The purposes of the proposed center include the centralization and coordination of the following activities: International trade and investment activities within the City of Miami. Product exhibition assistance. Access to membership for business solicitation and business assistance. Trade referral leads for services and products. International business recruitment activities. Meeting site for local international trade organizations. Trade and investment information from foreign sources to community and foreign concerns. W •. U2 . This project has received wide support among organizations involved in the on -going development of Miami as an international business and financial center. Organizations endorsing the project include the International Center of Florida, the Florida International Bankers Association, Florida Insurance and Reinsurance Association, Florida Exporters and Importers Association and the Institute for the Resolution of International Commercial Disputes. Co -Tenant Survey n response to a letter sent out January 21 to 33 international or- ganisations located in Miami, we received 11 written responses representing nearly 17, 000 square feet in space requirements with current leases mostly expiring this year. Subsequent telephone conversations with a number of the respondents and other local representatives of binational trade organi- zations and foreign chambers of commerce have revealed a strong interest in joining the City of Miami's Department of Economic Development in such a Center. We do not consider the results of our survey, however, to be conclusive and as a result are presently in the process of personally visiting all 33 organisations originally surveyed as well as approximately 25 other similar entities to determine more specifically the degree of interest in joining the City in our proposed facility. Page Two February 20, 1005 ai For the purposes of our preliminary discussions with potential landlords (see below), we have been using a 20,000-22,000 s.f. figure thus assuming at least 4-8 other organizations will join the above in the Center. Potential Location. Survey In recent weeks, we have contacted numerous landlords and leasing agents of desirable office buildings located in the Downtown and Brickell areas and our findings with respect to the 1S mose relevant and appropriate are attached. We have determined that sufficient quality space exists in the market for the Center to obtain a net rent of $20 p. s. f. or less and clearly our ability to obtain the best terms will depend on, among other variables, the amount of total space we can collectively commit to, the type of improvements we require, and the term of the lease. In general, the Landlords and their representatives found the Center to be a highly attractive potential tenant and those currently developing and leasing the newer buildings seem prepared to view the Center as a prestigious "loss leader", at least during an initial 5-year lease term. We are, then, likely to be in an above average negotiating position when we ultimately discuss specific terms, and we should bear in mind that the longer the term we can negotiate, the more successful we should be in taking advantage of and "locking in" this superior position we may currently enjoy.
