AN ORDINANCE AMENDING SECTION I
OF ORDINANCE NO. 8719 ADOPTED
OCTOBER 26, 1977, THE SUMMARY
GRANT APPROPRIATIONS ORDINANCE,
BY ESTABLISHING A NEW TRUST AND
AGENCY FUND, ENTITLED COMMUNITY
DEVELOPMENT BLOCX O ANT (ELEVENTH
YEAR); AND APPROPRIATING $14,040,000
FOR EXECUTION OF SAME; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT HEREWITH; AND CONTAINING A
SEVERABILITY PROVISION.
WHEREAS, the City Commission adopted Ordinance No. 8719 on
October 26, 1977, establishing resources and appropriations for
grant funds anticipated by the City of Miami; and
WHEREAS, it is anticipated that the Department of Housing
& Urban Development will award to the City of Miami a grant of
$14,040,000 to provide community development activities for the
period commencing June 16, 1985, and ending June 15, 1986; and
WHEREAS, the herein Ordinance is a proper vehicle to
appropriate the aforesaid grant;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 8719, adopted
October 26, 1977, is hereby amended in the following particulars. -
"Section 1. The following Trust and

Section 2, The Herein appropriation of $14,040,000 for
Community Development refers to those publicly supported physical
development activities and those related social or economic devel-
opment activities being carried out within a reasonable period of
time in accordance with the approved Grant Program Final Statement.
Section 3, Should any part or provision of this ordinance
be declared by a Court of competent jurisdiction to be invalid,
the same shall not affect the validity of the Ordinance as a
whole.

I. HOUSING
Preservation of the City's existing housing stock is a cornerstone of
Miami's community -wide housing improvement straterjy. As in prf4vious
years, Community Development Block Grant Funds are to be used to fund
both single and multifamily low -interest rehabilitation loan programs
throughout the City.
The iSingle and Multifamily Housing Rehabilitation Programs are a
vi..a_ part of the Citv's effort to stabilize and incrteuse the
proptarty tax base and prov-de decent, safe and sanitary housing to
residents of the City. The City's rehabilitation programs provide

The citywide Community Development Advisory Board rec:ommendud new
funding and/or increased funding for eight projects, totalling
$ 251 , 000 , Of this amount, $ 2 73 , 000 would be for social service
Programs.
Staff does not concur with the board's recommendations for the
following reasons:
1) The federal government has mandated that no more than 15L
of a grantee's entitlement may be allocated to social
programs. Funding these additional activities would cause
us 'to exceed -tile cap. We are currently recommending
13.85% be allocated for social services.
:2) It is expected that the Community Development Block Grant
Program will kit reduced by 2540' in FY 1986. Funds
allocated Lo social progru►ns would be reduced
proportiu[laLely. Therefore, we do not consider it
appropriate to fund new programs which would be cut the
following year.
