AN EMERGENCY ORDINANCE ESTABLISHING
A NEW SPECIAL REVENUE FUND
ENTITLED,. "SUMMER YOUTH EMPLOYMENT
AND TRAINING PROGRAM-1985/JTPA II-
B", APPROPRIATING FUNDS FOR ITS
OPERATION IN THE AMOUNT OF
$1,034,082 FROM THE UNITED STATES
DEPARTMENT OF LABOR, AND
AUTHORIZING THE CITY MANAGER TO
ACCEPT THE GRANT AWARD FROM THE
UNITED STATES DEPARTMENT OF LABOR
AND TO ENTER INTO THE NECESSARY
CONTRACT(S) AND/OR AGREEMENT(S) TO
ACCEPT THE GRANT AWARD, CONTAINING
A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the United States Government passed the Job
Training Partnership Act (Public Law 97-300) on October 13, 1982
with the purpose to establish programs to prepare youth and
unskilled adults for entry into the labor force and to afford job
training to those economically disadvantage individuals and other
individuals facing serious barriers to employment, who are in
special need of such training to obtain productive employment;
and
WHEREAS, Title II-B of the Act authorizes funds for summer
youth employment and training programs to provide basic and
remedial education, institutional and on-the-job training, work
experience program, employment counseling, occupational training
preparation for work, outreach and enrollment activities,
employability assessment, job referral and placement, job search
and job club activities, and any other employment or job training
activity designed to give employment to eligible individuals or
prepare them for, and place them in, employment; and supportive
services necessary to enable such individuals to participate in
the program; and
WHEREAS, the City Commission adopted Resolution No. 85-346
on March 28, 1985, waiving competitive bidding requirements
authorizing the emergency purchase of services from the Belafonte
Tacolcy Center Inc., (BTC) to provide for the administration and
operation of the JTPA Title II-B Summer Youth Employment and
Training Program (SYETP) by said organization with funds

tlidtefore in an amount not to exceed $293, 150 allocated from JTPA
Title If=g SYETP funds., and
WHEREAS, an estimated 1007 participants will be provided
party -Mime employment (25 hours/week) during the period July 1,
1985 to August: 30, 1985; and
WHEREAS, these participants will also be provided 31 hours
of classroom training from June 24, 1985 to June 28, 1985: and
WHEREAS, the South Florida Employment and Training
Consortium has allocated the sum of $1,034,082 JTPA Title II-B
funds to the City of Miami to conduct the Summer Youth Employment
and Training Program during the summer of 1985;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:

THROUGH THE STATE OF FLORIDA AND
THE SOUTH FLORIDA EMPLOYMENT
CONSORTIUM $1,034,082
APPROPRIATION: SUMMER YOUTH EMPLOYMENT AND
TRAINING PROGRAM 1985/JTPA II-B $1,034,082
Section 2. The City Manager is hereby authorized to accept
the grant as set forth in the preamble to this ordinance and to
negotiate the necessary contract(s) and/or agreement(s) to carry
out the Summer Youth Employment. and Training Program-1985/JTPA
II-B.
Section 3. All ordinances or parts of ordinances insofar as
they are in conflict with the provisions of this ordinance are
hereby repealed.
Section 4. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared invalid,
the remaining provisions of this ordinance shall not be affected.
Section 5. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the

preservation of peace, health, safety, and property of the City
of Miami and upon the further grounds of the necessity to make
the required and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 6. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than
four -fifths of the members of the Commission.

The City of Miami through the Department of Parks and Recreation
received approval on April 8, 1985 for Summer Youth Employment and
Training Program (SYETP) funding in an amount not to exceed
$1,034,082 to operate a program under Title II-B of the Job Training
Partnership Act (JTPA).
The purpose of this program is to provide a summer jobs training and
employment for no less than 1007 eligible youth between the ages of
14'- 21. Services to be provided to participants include basic and
remedial education, on the job training, work experience, employment
counseling, employability assessment, job referral and other
employment and or job training assistance necessary to insure
individuals successfully complete this program.
Each participant will be provided part time employment (25
hours/week) during the period of July 1, 1985 to August 30, 1985 and
will also be provided classroom training in areas of employability
skills from June 24, 1985 June 28, 1985.

A subcontract for the administration and operation of the JTPA Title
II-B Summer Youth Employment and Training Program (SYETP) with
Belafonte Tacolcy Center Inc., (ETC) has been initiated as per the
Commission's approval on March 28, 1985 with the adoption of
Resolution No. 85-346.
The 1985 SYETP will operate from April 8, 1985 to September 30, 1985,
