The consensus cif the Little Ilavana SI_Ih-Station committee was that the station be built along S.W. 8th }lased on that input, and the site analysis informati.on provided by the Planning Department, it: would appear that sites No. % and No. 3 conform to the established criteria. The Police Department can operate a sub -station from either of th(-Me locations. The Citizens Committee preference for the North Station site is located at 1060 N.W. 62nd :street, and inay be obtained through a dollar -per -year lease agreement with Dade County. This long term arrangement is currently being reviewed by the Law Department and the Division of Property and Lease Management. When the Sub -Station program is approved by the City Commission, the consultant selection procedures will be resumed. It is anticipated that authorization to negotiate professional services agreements with the consulting teams, recommended by the Consultant Selection Committee, will be sought at the June 27th City Commission Meeting, with ratification of the agreements scheduled for July 11th. Attached for your convenience is a copy of the Multi -Year Cast Plan for implementing Sub -Station operations over a seven year time span. May 15, 1985 RILE: and Members of the City Commission SUBJECT Sub -Stations Executive Summary PROM: Sergio P e r e i r a REFERENCES: City Manager (2) ENCLOSURES: Pursuant to the direction of the Commission, following the Police Department's full -service sub -station presentation on February 141 1985, the items below have been addressed: Modification of Staffing and Services Utilizing Existing Personnel Only The original presentation called for a total of 104 new positions for a full -service concept. The revised plan, attached hereto, ' does not call for any new positions during the first year of operation (F.Y. 1986-87), but gradually introduces them in a scheduled manner over a period of years to F.Y. 1992. Although, some of the functions presented originally have been reduced, the sub -stations will still provide the following citizen services: crime reporting front desk operation (24 hours daily) provisions for Community Relations meetings civilian identification cards police service complaints As with the original proposal, patrol officers as well as K-9, foot -beat and mounted patrol will be based in the sub -stations. Additionally, office space will be provided to specialized investigators to meet with victims and witnesses on a pre- arranged basis. Sub -station Multi -year Plan A multi -year cost schedule, also attached, has been devised, with consideration to the life -span of capital equipment items. As explained in the foregoing summary, the annual incremental increases correlate with a yearly function -implementation schedule. The 6.6 million dollar cost will now be spread from F.Y. 1986-87 through F.Y. 1992. The Honorable Mayor and Members of the City Commission Sub -station National Survey Thirty-three cities participated telephonically in a national survey, also attached hereto, which provided valuable sub -station data from around the country. Some of the highlights are: • Twenty-five of thirty-three cities operate sub -stations; . Average population served was 85,934 per sub -station; and . Average area served was 41 square miles per sub -station. Among the services most frequently provided were: the ability to make reports stationed uni form patrol front desks community relations representatives Costs appeared to increase from 15% to 25% in establishing new sub - stations. (Please note that the increase is cautiously approximated; only six of the respondents were able to report such information.) Sub -stations are well received by both the public and police personnel in the twenty-five cities, and tend to improve overall community/public relations. It should be noted that for the purposes of the sub -station survey, only one Florida city, Tampa, operates sub -stations, though not to the degree or scope that Dade County does. Metro - Dade operates six full -service sub -stations, serving an average area of 305 square miles per sub -station, and an average population of 151,333 per sub -station. Little Havana Additional Sites All members of the Little Havana Sub -station Committee were requested to contact their respective groups for additional locations. The Police Department met with the Committee on May 2, 1985, and five new sites were suggested. A site description for each of the seven locations has been prepared and is attached for your perusal.
