RESOLUTION NO. 8S-Sb9 ,
A RESOLUTION INSTRUCTING THE CITY ATTORNEY TO
DRAFT AN AMENDMENT TO THE CITY CHARTER TO BE
KNOWN AS CHARTER AMENDMENT NO. 1 PROVIDING
FOR THE CREATION OF AN EXECUTIVE MAYOR FORM
OF GOVERNMENT FOR THE CITY OF MIAMI; DEFINING
QUALIFICATIONS, FUNCTIONS AND COMPENSATION OF
THE MAYOR, COMMISSION, CHAIRMAN OF THE
COMMISSION, DIRECTOR OF ADMINISTRATION,
DIRECTOR OF FINANCE AND BUDGET, DIRECTOR OF
DEVELOPMENT AND CITY ATTORNEY; PROVIDING FOR
THE TERMS OF OFFICE AND ELECTION DATES FOR
FIVE COMMISSIONERS AND THE MAYOR; DEFINING
THE CLASSIFIED AND UNCLASSIFIED CIVIL
SERVICE; AND SETTING TERMS AND CONDITIONS OF
OFFICE FOR THE CITY ATTORNEY AND CITY CLERK.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The City Attorney is hereby instructed to
draft an amendment to the City Charter to be known as Charter
Amendment
No. 1 providing for
the
creation of
an Executive Mayor
form of
Government for
the
City of
Miami; defining
qualifications, functions and compensation of the Mayor,
Commission, Chairman of the Commission, Director of
Administration, Director of Finance and Budget? Director of
Development and City Attorney; providing for the terms of office
and election dates for five Commissioners and the Mayor; defining
the
classified and
unclassified
Civil Service; and
setting
terms
and
conditions of
office for
the City Attorney
and the
City
Clerk.
PASSED AND ADOPTED this 23rd day of MAY , 1985.

The May 9, 1985 adoption of the two attached proposed resolutions
(Attachments A and B) instructing this office to draft Charter
Amendment No. 1 (Executive Mayor) and Charter Amendment No. 2
(Districts)is a formal requirement under Section 5.03 of the Dade
County Charter. Following adoption of the above two resolutions,
it would then be appropriate for the Commission at its May 9,
1985 Meeting to consider the proposed Charter Amendatory
Ordinances.
If the Charter Amendatory Ordinances are adopted, passage of the
additional two attached resolutions (Attachments C and D), each
calling for a special election on July 9, 1985, would also be in
order at the May 9, 1985 City Commission Meeting.
