BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following individual is hereby appointed as a Member of the Civil Service Board of the Citv of Miami, Florida, to serve the unexpired term of the late Charles R. Hadley, which term ends January 31, 1986: NAME: ADDRESS; Mrs. Ella Hadley 1836 N. W. 56 Terrace Miami, Florida 33142 Section 2. The following individual is hereby appointed as a Member of the Civil Service Board of the City of Miami, Florida, to serve the unexpired term of Rosario A. FLORIDA 37 INTER -OFFICE MEMORANDUM TO Honorable Mayor and Members of the City Commission FROM Sergio Perei. a City Manager DATE May 16, 1985 FILE SUBJECT Appointments to the Civil Service Board REFERENCES: ENCLOSURES. Currently there are two (2) vacancies on the City of Miami Civil Service Board. The vacancies are due to the demise of Charles R. Hadley on February 28, 1985 and the resignation of Rosario A. Kennedy, effective April 23, 1985. Section. 60 of the City Charter provides " ..All members of the said civil service board shall serve for two (2) years,...Any vacancy shall be filled by the commission for the unexpired term...". It has come to my attention there exists an urgent need to fill the vacancies in order for the Civil Service Board to continue to meet its obligations and duties under the City Charter and Code. As a result of this need, I shall include on the City Commission agenda of May 23 a resolution for the appointment of two (2) public members to the Civil Service Board to fill the unexpired terms. City Commission action is needed on the appointment of two (2) public members to the Civil Service Board to fill the unexpired terms of the late Charles R. Hadley and Rosario A. Kennedy. Under the City Charter the Civil Service Board is required to provide, within a requisite time period, hearings for employees appealing dis- ciplinary actions. This mandate serves to assure employees that their rights of due process are executed in a timely and efficient manner. In past years it has been the policy of the Board in hearing appeals to afford affected employees the right of a full -member Board. We currently have pending thirty (30) hearings before the Civil Service Board: five (5) dismissals; fifteen (15) suspensions; four (4) unsatisfactory service ratings; and six (6) grievances. In order that the Board may continue to meet its requirements under the City Charter, it is respectfully requested that the two (2) appointments be made at the next City Commission meeting of Thursday, May 23, 1985.
