RESOLUTION NO. 85`560q,
A RESOLUTION ALLOCATING $40,000 FROM SPECIAL
PROGRAMS AND ACCOUNTS, CONTINGENT FUND, IN
SUPPORT OF THE NEW WORLD CENTER FOUNDATION TO
BE USED IN CONJUNCTION WITH $40,000 FROM
METROPOLITAN DADE COUNTY, $40,000 FROM THE
PRIVATE SECTOR, AND $30,000 IN IN -KIND
SERVICES OF THE STAFFS OF THE DOWNTOWN
DEVELOPMENT AUTHORITY AND THE COUNCIL OF ARTS
AND SCIENCES TO PARTIALLY FINANCE PHASE II OF
THE PERFORMING ARTS FACILITIES STUDY FOR
GREATER MIAMI.
WHEREAS, on June 14, 1984, the Commission adopted Motion
No. 84-646, which reads as follows:
"A MOTION GRANTING A REQUEST MADE BY MR. PARKER
THOMPSON ON BEHALF OF THE PERFORMING ARTS CENTER
REQUESTING A GRANT IN THE AMOUNT OF $40,000 FROM THE
CITY, FURTHER STIPULATING THAT THEY PLAN TO OBTAIN
FUNDING FROM THE FOLLOWING SOURCES:
a) $40,000 FROM METROPOLITAN DADE COUNTY;
b) $30,000 IN IN -KIND SERVICES; AND
c) $40,000 FROM THE PRIVATE SECTOR
FOR A TOTAL FUNDING OF $120,000, ALL OF THE ABOVE IN
CONNECTION WITH THE PROPOSED CONSTRUCTION OF A
PERFORMING ARTS CENTER TO BE LOCATED IN THE DOWNTOWN
AREA OF THE CITY OF MIAMI.";
and
WHEREAS, City funds are now needed by the New World Center
Foundation which is overseeing the conduct of Phase II of the
Performing Arts Facilities Study for Greater Miami and which is
about to issue Requests for Proposals from consulting firms
interested in preparing the Study;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The sum of $400,000 is hereby allocated from
Special Programs and Accounts, Contingent Fund, in support of the
New World Center Foundation to be used in conjunction with
$40,000 from Metropolitan Dade County, $40,000 from the private
sector, and $30,000 in in -kind services of the staffs of the
Downtown Development Authority and the Council of Arts and
Sciences to partially finance Phase II of the Performing Arts

RECOMMENDATION
It is recommended that the commission adopt the enclosed Resolution allocating
$40,000 to the New World Center Foundation for use in conjuction with $40,000
from Metropolitan Dade County, $40,000 from the private sector, and $30,000 in
in kind services for Phase II of the Performing Arts Facilities Study for
Greater Miami.
BACKGROUND
On June 14, 1984, after a presentation before the Commission by Parker Thompson,
Motion 84-646 was adopted granting, on behalf of the Performing Arts Center,
the amount of $40,000 from the City with the understanding that additional
amounts of $40,000 from Metropolitan Dade County, $40,000 from the private
sector, and $30,000 of in kind services from the ODA and Council of Arts and
Sciences staffs would also be contributed.
Phase 11 of the Performing Arts Center Facilities Study for Greater Miami will
address the location, size and character of the Performing Arts Facility(ies)
to be located in Downtown Miami.
To date, the Finance Committee of Metropolitan Dade County has approved the
$40,000 from the County and $20,000 has been collected from the private sector.
Some of the $30,000 in in kind services of the DDA and Council of Arts and
Sciences staffs working on behalf 3f the New World Center Foundation has
already been expended on the preparation of the request for proposals, the
development of the study work plan, and the gathering of data to be used in
the Study.

The Advisory Committee met with Mayor Clark on May 2,
1985, to discuss progress being made to develop a performing
arts complex for Greater Miami. In his opening remarks,
Mayor Clark expressed his strong support for the project. (A
copy of his statement is enclosed.) The Mayor discussed several
possible funding strategies, including inclusion of the project
in the next County Bond Issue in 1986.
This Community's Progress
Roy Kenzie, Executive Director of the Downtown Developmt!*nt
Authority, who has been acting as project manager for the Per-
forming Arts Facilities Study Phase I and II, reported on
progress to date. The Phase I study completed in 1983 inventoried
existing performing arts groups and facilities and developed,
through interview and projections, a strong case for expanded
facilities in Dade County. Further, the study determined that
there was not presently a performance space of world -class quality
and that new spaces for opera, dance, symphony concerts, recitals,
chamber music, musical comedy and theatrical presentations must
be built. An extensive survey of existing spaces outlined what J
would have to be done to upgrade for community groups and presen-
tations. The conclusion of the Phase I study was the determination
of a strong need for new spaces; an indication of what spaces
were needed; and an action plan to accomplish our goal. Roy
has a copy of this study which any of you who desires to do so

Phase II of the Performing Arts Facilities Study will
begin in June. It is a $120,000 study funded $40,000 by the
County, $40,000 from the City, and $40,000 from the private sector.
We are presently finalizing all commitments and the Dade County
Council of Arts 6 Sciences is seeking the final $20,000 of private
sector funds.
The Phase II study involves five major areas: a user
analysis and public relations/marketing program; the building
program which will determine the types, sizes, and configuration

of buildings; the operation analysis which will look at scheduling,
staffing and management; the financing program which will address
capital and operating costs, fund raising and joint development
opportunities; and site selection which will study the possibility
of creating an arts and entertainment district, locate the facilitie=
and develop site plans. The total study is expected to take
six months to complete. The design of project(s) is expected
to be accomplished through an international. competition. A copy
of the approved request for proposals to do this study is enclosed.
The request for proposals will go out as soon as the full $120,000
is in place to pay for it.
The South Florida School. of the Arts was established
by the Florida Legislature in 1984 under the joint sponsorship
of Miami -Dade Community College, Florida International University
and the Dade County School Board to provide quality arts training
to South Florida. students seeking professional careers in dance,
music, theatre or stage, the visual arts, and film. The site
for the School is adjacent to Miami -Dade Community College's
Mitchell t-;olfson New World Center Campus in the heart of downtown
Miami with training for approximately 1000 students from the
loth grade through the bachelor and masters degree. A Steering
Committee was formed last September and has prepared a report
for the Legislature. The Committee is asking for $200,000 in
planning appropriations and $1.5 million in capital outlay and
expects a response by the end of May. Plans for the 1985-86
fiscal year include curriculum development and architectural
planning with the actual ground -breaking in 1986-87. Enclosed
for your information is an SFSA brochure.
Other Communities' Progress
Kenneth Kahn, Executive Director of the Dade County
Council of Arts & Sciences, next reported on the progress being
made in Tampa, Fort Lauderdale and Palm Beach. The Tampa Bay
Performing Arts Center, a $52 million facility broke ground March
29, 1985, and will be completed in October of 1986. It contains
three performance halls (2400 seats, 900 seats, 300 flexible
seating) with appropriate support and meeting spaces. Funding
for the Tampa project include City revenue bonds and $11 million
in private sector donations.
Palm Beach and Broward County are on similar time schedulef
with spring 1985 ground-breakings and fall 1988 openings. Palm
Beach has established a six member board with each member contri-
buting at least $500,000 to the project. The 2200 seat multi-purpo!
facility will cost $30 million and has a $5 million endowment
to cover operating costs. Ten million dollars has been raised
privately for the project. The Broward (Ft. Lauderdale) facility
is expected to cost $25 million with $5 million each from the

Cityi county and state and $10 million now being solicited from
the private sector. The multipurpose hall will contain 2700-3000
seats with facilities for 600-700 seat (drama) and rehearsal
halls and support spaces.
Summary
Dade County has fallen behind its neighbors in the reali-
zation of a Performing Arts Complex. It is the task of the Advisory
Committee to assist in efforts presently underway and ensure
that these efforts reach a timely and feasible conclusion. Advisory
Committee members will be kept up-to-date on all activities related
to present studies underway. Ken Kahn will invite all of you
to any meetings involving the subject so you can attend what
you wish and participate to the extent you desire. As a Committee
we will meet whenever necessary to push the project forward.
