HomeMy WebLinkAboutR-85-0559J-85-462 RESOLUTION NO. 135-5� 79 A RESOLUTION APPROVING THE MOST QUALIFIED CONSULTANT FIRMS TO PROVIDE PROFESSIONAL SERVICES FOR THE MODIFICATION AND EXPANSION OF THE FIRE GARAGE AND FIRE STATION #3; AUTHORIZING THE CITY MANAGER TO UNDERTAKE NEGOTIATIONS WITH THE MOST QUALIFIED FIRMS, TO ARRIVE AT A CONTRACT WHICH IS FAIR, COMPETITIVE AND REASONABLE, AND DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE COMMISSION FOR RATIFICATION AND APPROVAL BY THE COMMISSION. WHEREAS, the City of Miami proposes to modify and expand the Fire Garage and Fire Station #3 with funds from the 1981 Fire, Rescue and Fire Prevention Bonds, Capital Improvement Program in the amount of $2,570,000; and WHEREAS, by Resolution No. 85-292, passed and adopted on March 21, 1985, the City Commission approved the designation of the Fire Garage/Fire Station #3 Modification and Expansion Project as a Category "B" Project and appointed Floyd Jordan, Deputy Fire Chief, as Chairman of the Competitive Selection Committee; and WHEREAS the Competitive Selection Committee solicited expressions of interest from qualified consultants, evaluated the qualifications of those firms who responded to its inquiry, and then selected the firms most qualified to provide professional architectural, engineering and landscape architectural services for the modification and expansion of the Fire Garage and Fire Station #3, all in accordance with the Competitive Negotiations Act as defined in Florida Statutes #287 and in City of Miami Ordinance #8965 of the City Code for the acquisition of professional services; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; CITY COMMISSION MEETING OF MAY 23 1985 RE50Lut,,, SS -SSA �'EMARKS C Section 1. The City Commission hereby approves the recommendation by the Competitive Selection Committee of the following firms as the most qualified to provide professional architectural, engineering and landscape architectural services for the modification and expansion of the Fire Garage and Fire Station #3, as listed in ranked order: (a) Firm No. 1: Prime Consultant: Borrelli & Associates Architects (h) Firm No. 2: Prime Consultant: Bermello, Kurki & Vera, Inc. Architects e) Firm No. 3: Prime Consultant (Joint Venture) C. David Morton & Associates Ronald E. Frazier & Associates Architects Section 2. The City Commission hereby authorizes the City Manager to negotiate and enter into a professional services contract on behalf of the City of Miami with the firm ranked first in order in Section 1 hereinabove. In the event that the City Manager cannot negotiate an agreement which, in his opinion, 3; is fair, competitive and reasonable with the firm ranked first in F order, then he is hereby authorized to terminate such negotiation and to proceed to negotiate with the second most qualified firm. In the event that he fails to negotiate a satisfactory agreement with the second firm, then he is authorized to undertake <` negotiations with the third most qualified firm. Section 3. Honorable Mayor and DATE: May 15, 1985 �Lc: Members of the City Commission SUBJECT: Fire Garage/Fire Station #3 Modification & Expansion Project/Consultant Selection _ FROM: Sergio Pereir REFERENCES: For City Commission Meeting ENCLOSURES: City Manager of May 23, 1985 J It is recommended that a Resolution be passed approving the recommendation of the Competitive Selection Committee of the following architectural firms, as listed in rank order, found to be the the most qualified to provide professional architectural, engineering, and landscape architectural services for the design and construction of the Fire Garage Fire Station #3 Modification and Expansion Project: Borrelli & Associates, Bermello, Kurki & Vera, Inc., and C. David Morton & Associates in joint venture with Ronald E. Frazier & Associates; and authorizing the City Manager to undertake negotiations with the most qualified firms in rank order and present the negotiated agreement to the Commission for ratification and approval. Pursuant to Resolution #85-292, passed and adopted by the City Commission on March 21, 1985, which designated the modification and expansion of the Fire Garage and Fire Station #3 as a Category "B" Project, proposals were solicited from qualified consultants. On April 15, the Consultant Certification Committee established under Resolution #85-292 met to certify the qualifications of 42 prospective consultant groups which had expressed interest in the Project. Of these, 35 were certified and the Selection Committee, appointed by the City Manager, rep ieored the proposals received and, subsequently, held presentations on April 25 to establish a list of those most qualified to provide professional architectural, engineering and landscape architectural services 4 4V E tip the City. The following, listed in ranked order of recommendation, are the names of those firms which made presentations to the Competitive Selection Committee. They were selected because of their experience, expertise and minority representation and participation.
