(MDTTC) IN AN AMOUNT NOT TO EXCEED $71,500 FOR THE PURPOSE OF ASSISTING THE CITY OF MIAMI IN IDENTIFYING PROSPECTIVE BLACK CONVENTIONS AND PROMOTING THE CITY OF MIAMI AS A POTENTIAL CONVENTION SITE AND ESTABLISHING AGREEMENTS WITH THE SOUTH FLORIDA HOTEL AND MOTEL ASSOCIATION TO DEVELOP AN EMPLOYMENT REFERRAL PROGRAM AND A MANAGERIAL PLACEMENT PROGRAM DESIGNED TO INCREASE THE EMPLOYMENT OF BLACKS IN THE HOTEL INDUSTRY, WITH FUNDS THEREFOR ALLOCATED FROM SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT FUND; SAID AUTHORIZATION BEING CONDITIONED UPON THE ALLOCATION OF $75,000 FOR SAID MDTTC FROM METROPOLITAN DADE COUNTY. WHEREAS, traditionally tourism and conventions have long been regarded as the mainstay of the Miami -Dade economy; and WHEREAS, the goal of Miami -Dade Trade and Tourism Commission, Inc. (MDTTC) is to increase the economic base of the Black - American community in Miami through entry-level and management employment opportunities within the South Florida hotel/motel industry; and WHEREAS, the City of Miami recognizes the potential impact that Black American tourists and conventions could have on Miami economically; and WHEREAS, MDTTC is assisting in promoting the City of Miami as a convention site; and WHEREAS, MDTTC is identifying prospective conventions and forwarding this information to the City of Miami's Convention Bureau; and CITY COMMISSION MEETING OF MAY 23 PA ION No. g —q WHEREAS, the City Commission approved Resolution No. 84-405 on April 5, 1984 authorizing the City Manager to execute an agreement in an amount not to exceed $75,000 with the Miami -Dade Tourist Authority, Inc. (MDTA) with the understanding that Metropolitan Dade County would provide equal funding; and WHEREAS, the City Manager executed a contract with MDTA on April 25, 1984 for an amount not to exceed $75,000 for the period of August 29, 1983 to July 31, 1984; and WHEREAS, MDTTC has assumed the responsibilities of MDTA; and WHEREAS, on November 15, 1984 the City Commission passed Motion Number 84-1297 which directed the City Manager to review MDTTC's funding request for $150,000 in order to make a subsequent recommendation to the City Commission with the understanding that Dade County will match City funds; and WHEREAS, on February 14, 1985, the City Commission passed Resolution No. 85-161 whereby $35,000 was allocated to defray MDTTC's administrative costs for the period of August 1, 1984 through March 31, 1985 pending the resolution of all of MDTTC's audit problems; and WHEREAS, all audit issues identified as part of the City Auditor's review which can be resolved have been resolved except for the payment of disallowed costs to the City of Miami; and WHEREAS, the MDTTC is not able to reimburse the City because it misrepresented the use of these funds in that the funds were not used for purposes stated but were used to meet payroll expenses outside the contract period; and i WHEREAS, the City Commission wishes to continue to support the activities of MDTTC; { 85-5544 4- 4A A NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to execute an agreement in a form satisfactory to the City Attorney, subject to the submission of an acceptable scope of work, with Miami Dade Trade and Tourism Commission, Inc. (MDTTC), in an amount not to exceed $71,500 for the purpose of assisting the City of Miami in identifying prospective Black Conventions and promoting the City of Miami as a potential convention site and establishing agreements to develop an Employment Referral Program and a Managerial Placement Program designed to increase the employment of Blacks in the hotel industry. Section 2. A sum not to exceed $71,500, which includes the $35,000 already allocated by Resolution No. 85-161, is hereby allocated from Special Programs and Accounts, Contingent Fund to cover the cost of said agreement for the period of August 1, 1984 } to July 31, 1985. p PASSED AND ADOPTED this 23rd day of MAY 1985. `Tk^ta<x k MAURICE A. FROM: REFERENCES: Sergio Pereird� May 23, 1985 City Commis - City Manager ; / ENCLOSURES: sion Meeting "It is recommended that the City Commission approve the attached resolution authorizing the City Manager to execute an agreement, in a form acceptable to the City Attorney, with Miami -Dade Trade and Tourism Commission. Inc. (MDTTC) in an amount not to exceed $71,500 for the purpose of assisting the City of Miami in identifying prospective Black conventions and promoting the City of Miami as a potential convention site and establishing agreements with the South Florida Hotel and Motel Association to develop an employment referral program designed to increase the employment of Blacks in the hotel industry, with funds therefore allocated from Special Programs and Accounts, Contingent Fund; said authorization being conditioned upon the allocation to MDTTC by Metropolitan Dade County of funds in the amount of $75,000.11 On November 15, 1984, the City Commission approved Motion No. 84- 1297 whereby the City Manager was directed to allocate an amount sufficient for one month of additional funding for the Miami Dade Trade and Tourism Commission at the same level of funding as FY 83- 84 and referring the Commission's funding request in the amount of $150,000 as stated on the public record of that date back to the City Manager for his review and recommendation. 0 On February 11. 1985, the Miami -Dade Trade and Tourism Commission's (MDTTC) Board of Directors advised the City Commission and the City Manager's office that emergency funds in the amount of $35.000 were needed. This department advised the Board that the $35,000 could not be made available until the audit problems of MDTTC were resolved. On February 14. 1985, the City Commission approved Resolution No. 85-161 whereby $35.000 was allocated to defray MDTTC's administrative costs for the period of August 1. 1984 through March 31. 1985 pending the resolution of all audit problems. A decision was made by the City Manager's office to release the $35,000 to MDTTC because of the lack of operating funds with the understanding that all audit costs were to be cleared and that additional funding would be dependent upon Commission action. The attached resolution proposes that the City Commission approve a contract in the amount of $71.500, incorporating the $35.000 =_ already approved by Resolution 65-161, $15,225 for the period of April 13 through May 30. 1985 and $21.275 for the period of June 1, 1985 through July 31. 1985. The amount of $71.500 plus the previous agenda item which increases the previous contract amount by $3,500 from $75,000 to $78,000, means that i-1DT7C will receive a total of $75.000. The amount of _ $75,000 must be matched dollar for dollar by Metro Dade County in order for the contract to be approved. In recommending this course of action, we have assured that all audit issues identified as part of the City Auditor's review which can be resolved have been except for the payment of disallowed -- costs to the City of Miami. The fIDTTC is not able to reimburse the City because it misrepresented the use of these funds in that the funds were not used for purposes stated but were used to meet payroll expenses outside the contract period.
