A RESOLUTION APPROVING, SUBJECT TO THE
CONDITION PRECEDENT THAT THE DADE COUNTY
SCHOOL BOARD ENTER INTO AN INTER -LOCAL
AGREEMENT WITH THE CITY AS TO ALL OTHER
SCHOOLS IN THE CITY, A REQUEST BY THE
DADE COUNTY SCHOOL BOARD AS MODIFIED
HEREIN, TO PLACE PORTABLE RELOCATABLE
CLASSROOMS IN ATHALIE RANGE PARK, AND
AUTHORIZING THE CITY MANAGER, UPON
FAVORABLE COMPLETION OF THE APPROPRIATE
ADMINISTRATIVE PROCESS, TO ISSUE A TWO
YEAR REVOCABLE USE PERMIT, SUBJECT TO
THE APPROVAL OF THE CITY ATTORNEYO
CONDITIONALLY ALLOWING SUCH PLACEMENT.
WHEREAS, Edison Park Elementary School must accommodate 180
more students than it is currently able to serve; and
WHEREAS, the Dade County School Board will be constructing a
new school to cope with this increased enrollment; and
WHEREAS, as an interim solution, the Dade County School
Board has requested that portable classrooms be placed in Athalie
Range (Edison Center) Park for a period not to exceed three (3)
years; and
WHEREAS, the Dade County School Board has offered to install
at no cost to the City an irrigation system in and sod the
northernmost one acre of Athalie Range Park; and
WHEREAS, the City Zoning Board at its July 10, 1984, meeting
ruled favorably with respect to the placement of the portable
classrooms in the park and adopted Resolution No. ZB 66-849
granting a Special Exception subject to City Commission approval;
NOW, THEREFORE; BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Subject to the condition precedent that Dade
County School Board enter into an inter -local agreement with the
City as to all other schools in the City, the request by the Dade
County School Board to place three portable relocatabl.e
classrooms in Athalie Range Park is hereby approved, as modified
herein.

Section 2.fter the execution of i above inter -local

satisfactory completion of appropriate administrative process and
review, to issue a Revocable Use Permit, subject to the approval
or the City Attorney, to the Dade County School Board for use of
a portion of Athalie Range Park for a period not to exceed two
() years, whereby the user shall indemnify, hold harmless and
defend the City as a result of such usage.

Background:
Dade County Public Schools has requested approval to place three
portable classrooms in Athalie Range Park.
Edison Park Elementary School is accomodating more students than
it can serve. The long term solution to this problem is the
construction of a new school which will be completed in three
years. The additional portable classrooms, located adjacent to the
north boundary of the park, represent an interim solution.
In consideration for the use of the City property, Dade County
Public Schools has offered to install an irrigation system on and
sod the northernmost one acre of the park.
The Miami Zoning Board, at their July 10, 1984, meeting, adopted
Resolution No. ZB 66-84, granting a Special Exception for this
proposal, subject to the approval of the City Commission.
The Parks and Recreation Department recommends that this request be

As you are keenly aware, Edison Park Elementary School is experiencing a serious
overcrowding problem. In an attempt to ease the situation, the School Board placed
four portable classrooms within the courtyard area of the school at the beginning
of the 1984-85 academic year. Unfortunately, this only slightly eased the situation
and serious overcrowding still exists at the school.
Because there is no space on the school site to further accomodate any portable
classrooms, the Board requests permission from the City of Miami to place three
portable classrooms on the Athalie Range Park site. The portables would be on
the park site for a maximum of three years. The Board will have completed con-
struction of a new elementary school, State School "G", within that time period
to relieve Edison Park and Shadowlawn Elementaries.
Should the City allow the placement of the portables on the park site, the Board
is prepared to make significant improvements to the park site by installing an
irrigation system on the north one acre. This would also entail the sodding of
the north acre.
