' WHEREAS, pursuant to public notice# sealed bids were received April 8# 1985 for the furnishing of Black and White Film Developing to the Office of Public Information; and . WHEREAS, invitations were mailed to 37 potential suppliers and 3 bids were received; and WHEREAS, funds for this purchase are available in the 1984y-85 Operating Budget; and WHEREAS, this equipment will be used by the Office of Public Information for the purpose of developing white and black films; and WHEREAS, the City Manager and the Director of the Office of Public Information recommend that the bid received from Rich Photos be accepted as the lowest responsible and responsive bid; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The April 81 1985 bid of Rich Photos for furnishing Black and White Film Developing to the Office of Public Information at a total estimated cost of $9,380.00 is hereby accepted with funds therefor hereby allocated from the 1.984-85 Operating Budget of that Office. For many years the City of Miami Office of Public Information maintained and operated its own photo lab, staffed by two photographers and located at the Bayfront Park Auditorium. This lab processed all black and white developing and serviced almost every city department, as well as the Mayor and City Commissioners. Due to the renovation of Bayfront Park and the demolition of the Bayfront Park Auditorium, on October 15, 1985, we were asked to vacate the building and therefore close down the photo lab. At that time the two photographers were moved to our offices at the Olympia Building; however, the forfeiture of the photo lab created a need to hire out for the developing of black and white film (color has always been sent out). In order to obtain a firm that could handle this type of work, the formal bidding process was conducted and after reviewing all bids received, we find Rich Photo's, Inc. to be the most suitable source; mainly because it is the lowest bidder and also because of its location (shortest distance from our office), it offers 24-hour turn around service on all work, and from previous experience we know the quality of their work. It is hereby recommended that Rich Photo's, Inc. be awarded a purchase order in the amount of $9,380. to process black and white film developing.
