LATE: jum d 95 PILE:

Resolution and inward of
Bid for Furniture for
the Curtis Park Blderly
Sergio Pereir AsaEaENeEsMeals Facility
City Manager
ENCLOSURES:
It is recommended that an award be
made and a resolution be passed
accepting the most advantageous bid
as received by Thomas W. Ruff Co.,
in the amount of $31,525 for the
purpose of supplying dining chairs,
plastic chair glides, dollies, and
dining tables for the Curtis Park
Elderly Meals Facility. Funds are
available from the Community
Development Block Grant Program to
cover the cost of this acquisition.
Pursuant to public notice, sealed bids were received from eight (8)
firms interested in supplying furniture for the Curtis Park Elderly
Meals Facility. Thomas W. Ruff Company presented the lowest bid
meeting specifications in the amount of $31,525 for the supply of
450 dining stack chairs, 450 sets of plastic glides for the chairs,
dollies and 67 folding dining tables.
This furniture will be used to partially furnish the Curtis Park
Meal Facility, which will be completed in September, 1985. In
July, 1983 and April, 1984, the City Commission allocated funds
from the Federal Jobs Bill and Community Development Block Grant
Contingent Fund to construct a new meals facility in Curtis Park
for Allapattah Community Action, Inc.
It is recommended that the award be made to the lowest bid meeting
the specifications, Thomas W. Ruff Co.
On March 28, 1985, by Motion 85-320, the City Commission authorized
the use of $60,000 from the Community Development Block Grant
Program for the acquisition of furniture for the Curtis Park Meals
Facility.

MINORITY PARTICIPATION: Invitations to bid were sent to seven
TTF Black and fourteen (14) Hispanic firms engaged in the
furniture business, as located in these sources:
1. Metropolitan Dade County Minority Vendor Directory.
2. Bidder applications on file in Purchasing.
3. Previous bids on file in Purchasing.
4. Yellow Pages telephone book.
Minority response consisted of only one (1) bid from a black
firm.
BID EVALUATION: This bid award is for dining room
chairs and tables for the Curtis Park Elderly Meals
Facility which must be ready for use no later than
September 30th.
The low bid of LOPC Joyce was for alternate models
requiring special manufacturing. The delivery time is 21
weeks which would not enable the City to complete the
facility by the required date.
The low bid of Long Office Supply was for alternate models
which meet the specifications. However, the delivery time
is 16 weeks, which again, would not enable the City to
complete the facility by the required date. Following is
