Federal regulations governing CDBG, and other HUD programs require that a participating jurisdiction provide citizens with
reasonable notice of and an opportunity to comment on any new allocation and/ or amendment of HUD programs. In addition,
the public is advised of the new allocation(s)/ amendment(s) to the funding of the city program(s) as indicated below: * t
Discuss and proposed resolution authorizing by a four -fifths (4/5ths) affirmative vote, after an advertised public
hearing, ratifying, approving, and confirming the City Manager's finding memo that competitive negotiation
methods and procedures are not practicable or advantageous for the City of Miami ("City") pursuant to sections
29-B(A) of the Charter of the City of Miami, Florida, as amended ("City Charter"), and Section 18-182(C) of the
Code of the City of Miami, Florida, as amended ("City Code"); waiving the requirements for said procedures;
authorizing the City Manager to execute a Ninety Nine (99) year ground lease agreement ("Lease"), between
the City of Miami ("City") and 5215 Flagler Street, LLC.; ("Developer") on the city -owned parcel of land located
at 5215 West Flagler Street, Miami, Florida, for the development of affordable elderly rental housing project for
low-income seniors.
2. Discuss and proposed resolution authorizing the allocation of program income from Community Development
Block Grant ("CDBG") funds generated from August 1, 2022, to September 30, 2022, in the amount of
$257,125.35 for eligible housing and economic development activities, as specified below:

3. Discuss and proposed resolution authorizing the allocation of program income from Home Investment
Partnerships program funds generated from August 1, 2022, to September 30, 2022, in the amount of
$61,834.98 and an additional amount of $67,202.00 of recaptured funds for a total amount of $129,036.98, as
specified below:

4. Discuss and proposed resolution authorizing the acceptance of a grant allocation from United States Congress
and administered by the United States Department of Housing and Urban Development ("HUD"), Economic
Development Initiative Community Project Funding ("EDI-CPF") for the 2023 Fiscal Year ("FY2023 Act") in the
amount of Four Million Dollars ($4,000,000.00),and allocating the funds to assist with flood mitigation and right-
of-way improvements in Miami Jose Marti Park and its neighborhood, managed by the City of Miami Office of
Capital Improvements: (Project B-193500).
5. Discuss and proposed resolution authorizing the acceptance of a grant allocation from United States Congress
and administered by the United States Department of Housing and Urban Development ("HUD"), Economic
Development Initiative Community Project Funding ("EDI-CPF") for the 2023 Fiscal Year ("FY2023 Act") in the
amount of Four Million Dollars ($4,000,000.00), and allocating the funds, to assist with 8 Street Neighborhood
Flood Mitigation project, managed by the City of Miami Department of Resilience and Public Works:
(Project B-233606).
6. Discuss and proposed resolution authorizing an amendment to the original agreement of the City of Miami
("City") owned parcel of land located at 6201 Northwest 17t" Avenue, Miami, Florida, from BHP Community
Land Trust, INC., d/b/a South Florida Community Land Trust ("SFCLT") to Broadway Rising, LTD., for the
development of affordable/workforce rental housing.
The adoption of an Ordinance or Resolution by the City Commission, related to the proposed funding recommendation(s)/ amendment(s),
authorizes the City Manager to draft/amend the appropriate City of Miami Action Plan.
t t This item(s) will be available for public comment and review for a period of no less than 30 days. The review and comment period begin on
Tuesday, March 28, 2023, and ends on Wednesday, April 26, 2023. The proposed amendment(s) will be presented to the City
Commission for approval on Thursday, April 27, 2023. Draft copies of the agenda items will be available at the City of Miami Department of
Housing and Community Development office located at 14 NE 1 Avenue, 2 Floor, Miami, FL 33132 (HCD Address). Comments to
amendment(s) must be submitted to: nancyromani@miamigov.com, Attn: Nancy Romani, and must be received no later than April 25,
2023. Interested individuals are encouraged to attend this Public Hearing. The meeting site is accessible to the handicapped. Requests for
special accommodations may be directed at 305-416-2080 no later than three (3) business days prior to the public hearing date.
