HomeMy WebLinkAboutBack-Up DocumentCity of Miami INTEROFFICE MEMORANDUM TO: Arthur Noriega V, City Manager Office of the City Manager FROM?Ciment ahra an, Fire Chief of Fire -Rescue DATE: February 24, 2023 SUBJECT: Fire Prevention Bureau Staffing ENCLOSURES: (3) On Thursday, February 23, 2023, the City of Miami Department of Fire -Rescue met with the Deputy City Manager Nzeribe Ihekwaba and the leadership of the Building Department to discuss the Fire Prevention Bureau's staffing shortages specifically in the Fire Engineering Section. After lengthy and deliberate discussion, it was determined that staffing deficiencies exist, immediate solutions need to be implemented and funding from the Building Reserve Fund is applicable. During the meeting, the DCM was furnished with the Florida Statute 553.80 and the City Attorney's Office memorandum regarding Building Department Revenues — Functions Eligible to be Funded dated April 3, 2018, solidifying the above position. Furthermore, it was clearly communicated that the Fire Prevention Bureau presently employs three Fire Protection Engineer positions that are funded through the Building Reserve Fund. The enhancement of a Fire Captain and four Firefighters positions would increase the number of funded positions from the Building Reserve to a total of eight. The intent of this memorandum is to memorialize the agreement between all parties mentioned above that these new positions will take place as outlined in the Bid Assignment procedures in the Department of Fire -Rescue, shall be funded by the Building Reserve Fund and shall be assigned to the Fire Engineering Section, specifically the Plans Review and New Construction Units. Further discussion was conducted in reference to the long-term solution of adding civilian positions that are formally educated and certified in the Building Industry but was deferred to a later time. In conclusion as per the result of this meeting and the agreement established, I am respectfully requesting your approval for the enhancement for these five positions for the Fire Prevention Bureau.
