The first section contains a chronology of major events. The second section contains a summary of the site selection process. The third section contains a multi -year cost plan and more detailed information concerning the full service substation concept. The fourth section contains a summary of the National Survey of 33 Cities. I hope this information is helpful. The survey, conducted on February 22, 1985, sought to determine which similar cities operated under a police substation/precinct concept, and if so, sizes of areas covered, styles of staffing and structure, fiscal impact, and other issues addressed in subsequent pages. Thirty-three (33) cities, with populations ranging from 250,000 to 499,999, were included in the survey, representing cities from coast to coast; practically all regions of the continental United States. Of the surveyed cities, we found that 25 of the 33 presently operate what are variously called precincts, substations, satellite districts, district stations, or• equivalent facilities. Buffalo, New York, operates the most substations, fourteei, (14), followed by Pittsburgh, Pennsylvania, and St. Louis, Missouri, with nine (9) each, and Atlanta, Georgia, and Louisville, Kentucky,.with six (6) each. Of the twenty-five cities which reported operating y- p g police substations, city population size averaged almost 377,000 (from a t high population of 490,000 and a low of 272,000). Additionally, only eleven (11) of the twenty-five was able to report -14- 85-694. _ jgSK 3L, I .,.'t; t'�,. populations and area serviced by their substations, producing (a) an average population served of 85,934 per substation (from a high of 213,500 and a low of 11,266 persons); and (b) an average area served of 41 square miles per substation (from a high of almost 311 and a low of just under 3 square miles). Regarding services and structures provided at the substations of the twenty-five participating cities, rank of "substation commanding officer" is Captain or Major in 20 of the 25 cities, W and the following are offered by ten (10) or more: Persons can make incident/police/accident reports (20 of 25 cities) ; Patrol services originate from the substation (17 of 25 cities); i a - - "Front Desks" are operated to serve the walk-in public (16 of 25 cities); General investigative units (detectives) are assigned to the substation (11 of the 25 cities); 3 ° and C- •2 e tW to Public/community relations representatives are assigned to the substation (10 of 25 cities). !Y A+t W -15 - 85-684 ' x: ". (This Y increase is cautiously approximated, based upon the fact that - only six (6) of the cities reported any cost data or estimates.) As indicated by the survey responses, substations are vie ll received by both the public and personnel alike. It appears that substations tend to improve community relations between the public and the police, and are more conveniently located than "headquarters", making access to services much easier. Of the Florida cities polled„ only Tampa operates substations, two (2), and theirs are small operations; limited to walk-in police/accident reports and to front desk services. Each of Tampa's substation is staffed by one sergeant and two officers. The Metro -Dade Police Department, also contacted during this survey, has been operating district substations since the early 1960's. They operate six (6) full -service stations, serving an average area of 305 square miles per substation, and are responsible for serving an average population of 151,333 per .a substation. A seventh district, working under the Special Services �v The Division, is located at the Miami International Airport. five -square -mile Airport District operates on a 24-hour basis, primarily responsible for traffic, security (for the 172,500 yearly service population), and police patrol functions. This survey, conducted by telephone in the interest of time savings, yielded the basic foregoing information, but was qualitatively restricted by the very use of verbal, unconfirmed telephone communications.
