A RESOLUTION APPROVING THE MOST QUALIFIED CONSULTING FIRMS TO PROVIDE PROFESSIONAL SERVICES FOR THE PLANNING AND DESIGN OF A POLICE SUBSTATION FOR THE NORTH DISTRICT (LIBERTY CITY); AUTHORIZING THE CITY MANAGER TO UNDERTAKE NEGOTIATIONS WITf THE MOST QUALIFIED FIRMS, TO ARRIVE AT A CONTRACT WHICH IS FAIR, COMPETITIVE, AND REASONABLE:; AND DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE CITY COMMISSION FOR THEIR RATIFICATION AND APPROVAL. WHEREAS, to more effectively combat crime and improve professional law enforcement services to the community, the City of Miami proposes to develop a Police Substation in the North District, (Liberty City); and WHEREAS, the City Commission, on January 26, 1984, approved Ordinance #9787 authorizing the issuance, subject to the Special Municipal Election of March 13, 1984, of $20,000,000 for Police Headquarters and Crime Prevention Facilities General Obligation Bonds, for the purpose of funding various improvements; and WHEREAS, the voters of the City of Miami, at the Special Municipal Election on March 13, 1984, provided for by Ordinance #9788 passed and adopted on January 26, 19849 approved the levy and collection of ad valorem taxes to pay for such bonds; and WHEREAS, by Resolution No. 84-1277, passed and adopted on November 8, 1984, the City Commission approved the designation of the planning and design services for the development of the Police Substation for the North District (Liberty City) as a Category "B" project, and appointed John E. REMARKS. 1 v Projects Task Force, as chairperson for the Consultant Competitive Selection Committee, in accordance with Ordinance No. 8965; and WHEREAS, the City, through public advertisement and 4 direct mailing, solicited expressions of interest from qualified consultants; and WHEREAS, the Consultant Competitive Selection Committee along with the Certification Committee, evaluated the qualifications of those who responded to the City's Request for Proposals, and selected the firms most qualified to provide professional, architectural, engineering and landscape architectural services for the development of the Police Substation for the North District (Liberty City), all in accordance with the State of Florida's Consultant Competitive Negotiations Act, enacted by the Legislature of Florida, July 1, 1973, and by the City of Miami Ordinance #8965, July 23, 1979; - NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby approves the recommendation by the Consultant Competitive Selection Committee of the following firms as the most qualified to provide, along with the designated subconsulting engineers and landscape architects, complete professional design and construction administration services for the development of the Police Substation in the North District (Liberty City), as listed in ranked order of recommendation: (a) No. 1: Prime Consultant: Joseph Middlebrooks and Assoc. The City Commission hereby authorizes the City Manager to negotiate and enter into a professional services agreement on behalf of the City of Miami with the firm ranked first in order in Section 1, hereinabove. In the event that the City Manager cannot negotiate an agreement which, in his opinion, is fair, competitive and reasonable with the firm ranked first in order, then he is hereby authorized to terminate such negotiations and to proceed to negotiate with the second most qualified firm. In the event that he fails to 85--675. . .- negotiate a satisfactory agreement with the second firm, then he is hereby authorized to undertake negotiations with the third most qualified firm. Section 3. The City Manager is directed to present the City Commission with the negotiated agreement at the earliest scheduled meeting of the City Commission immediately following the negotiation of said agreement for ratification and approval by the Commission. FLORIDA INTER -OFFICE MEMORANDUM 19 r - DATE: June 12, 1985 FILE: SUBJECT: Police Substation for North District (Liberty City) Consultant Selection Procedures REFERENCES: For City Commission Meeting of June 13, 1985 ENCLOSURES: It is recommended that the attached resolution be adopted by the City Commission approving the most Qualified consulting firms to provide professional services for the planning and design of the Police Substation for the North District LibertyCity)'; aut orizing the City Manager to undertake negotiations with the most qualified firms, to arrive at a contract, which is fair, competitive and reasonable, and directing the City Manager to present the negotiated agreement to the City Commission for their ratification and approval. To initiate the development of the Police Substation for the North District, (Liberty City), Resolution #84-1277 was passed by the City Commission on November 8, 1984, designating the planning and design services as a Category "B" project, in accordance with Ordinance 8965 adopted July 23, 1979. Proposals from qualified consultants were subsequently solicited through advertisements in the Miami News, Miami Times, Miami Review, Diario Las Americas, and by direct mailings. On May 31, and June 3, 1985 the Consultant Competitive Selection Committee, appointed by the City Manager in accordance with Ordinance 8965, reviewed the proposals which had been prequalified by the Certification Committee, and held presentations on June 10 and 11 to establish a list of those most qualified to provide professional architectural, engineering and landscape architectural services for this project.
