HomeMy WebLinkAboutR-85-0666s J-85-622 RESOLUTION NO. 85-6(4: RESOLUTION ACCEPTING THE RECOMMENDATIONS OF THE CITY MANAGER AND THE COMPETITIVE SELECTION COMMITTEE CONCERNING CONSULTANT SELECTION FOR PREPARATION OF A DEVELOPMENT OF REGIONAL IMPACT (DRI) APPLICATION FOR DOWNTOWN MIAMI; APPROVING THE NAMES OF THE MOST QUALIFIED PROVIDERS IN THE FOLLOWING RANK ORDER: 1) DAVID PLUMMER AND ASSOCIATES, INC; 2) BARTON-ASCHMAN ASSOCIATES, INC; 3) GREINER ENGINEERING SCIENCES, INC; AUTHORIZING THE CITY MANAGER TO ENTER INTO CONTRACT NEGOTIATIONS PURSUANT TO SECTION 18-52.3 (g) OF THE CITY CODE; AND FURTHER INSTRUCTING THE CITY MANAGER TO SUBMIT THE NEGOTIATED CONTRACT TO THE COMMISSION FOR APPROVAL PRIOR TO EXECUTION THEREOF. WHEREAS, by Resolution No. 85-208, dated February 28 1985, the City Commission authorized the issuance of a Request for Proposals for consulting services for assisting in the preparation of a comprehensive downtown development plan and an Application for Development Approval for Downtown as a Development of Regional Impact; designating the applicable professional services as a Category "B" project; and appointing Sergio Rodriguez, Director of the Planning Department, as chairperson for the competitive selection and negotiation committee in accordance with Section 18-52.3 of the City Code; and ; WHEREAS, the City has advertised publicly for proposals from consultants interested in providing professional services for assisting with preparation of the downtown Development of Regional Impact application; and the City has - received a total of nine submissions from consultant teams, of which eight s were certified as qualified by the Certification Committee established pursuant to Resolution No. 85-418, dated April 11, 1985; and WHEREAS, an eleven member competitive selection committee, appointed by the City Manager and chaired by Sergio Rodriguez, Planning Director, has evaluated all qualified proposals according to the criteria set forth in the Request for Letters of Interest; and that said committee has personally interviewed five consultant teams that submitted the top rated proposals; and r subsequently ranked said consultants in the following order: 1) David r Plummer and Associates, Inc; 2) Barton-Aschman Associates, Inc; 3) Greiner 14' CITY CCi �::►i�5i�)N Engineering Sciences, Inc; T•1� y li; G UI' J U N20 1985 11`` LSOLUTION BS-66V- - ;r rip 1K NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section I. The recommendations are hereby accepted from the City Manager and the Competitive Selection Committee concerning consultant selection for preparation of a Development of Regional Impact (DR1) application for downtown Miami; and the names of the most qualified providers are hereby approved in the following rank order: 1) David Plummer and Associates, Inc; 2) Barton-Aschman Associates, Inc; 3) Greiner Engineering Sciences, Inc. Section 2. The City Manager is hereby authorized to enter into contract negotiations pursuant to Section 18-52.3 of the City Code. Section 3. It is recommended that the City Commission adopt the attached resolution accepting the recommendations of the Competitive Selection Committee concerning providers of professional services for preparation of a Development of Regional Impact (DRI) application for downtown Miami by approving the names of the most qualified providers in the following rank order; and authorizing the City Manager to enter into contract negotiations pursuant to Section 18-52.3 (g) of the City Code: 1. prime: David Plummer and Associates, Inc. subconsu an s: i iams- usse an ohnson, Inc. (latin-owned minority firm) Project Description/Consultant Services The City is seeking a consultant who would be responsible for preparing the DRI Application for Development Approval for the downtown area, and subsequently for providing technical assistance, as necessary, for meeting sufficiency requirements and assisting the City with preparing a development order. The consultant will be expected to provide all professional and technical services necessary to answer questions within the DRI application related to transportation, environment, utilities, and energy conservation. For all other DRI questions, the City will provide the necessary response, and the Consultant will merely be responsible for assembling and editing the information to provide a complete unified application document. 85-666. 1 The Honorable Mayor and Members of the City Commission Consultant Selection Process On April 22, 1985, the City advertised publicly for letters of interest and consultant qualifications for this project. A total of nine responses were submitted within the deadline on May 9, 1985. The Certification Committee, which was established by Resolution No. 85-418 dated April 11, 1985, reviewed the submissions and determined that one of the proposals was required to be disqualified for failure to provide the full range of professional services required by the City. The Competitive Selection Committee met' on May 14, 1985, to review the submissions and short listed five proposals for oral presentations and interviews. The interviews were held in a public meeting on June 4, 1985, following which the selection committee rated the consultant teams according to the official Selection Criteria specified in the request for Letters of Interest and arrived at the rankings recommended above. �i Evaluation The following selection criteria and percentage weights were published in the Request for Letters of Interest and utilized by the Selection Committee to rate individual consultant proposals and arrive at the final rankings: 20% A. Experience in relevant projects, including but not limited to DRI applications, downtown transportation studies and capital - improvement planning. 20q B. Qualifications and relevant project experience of key personnel. ^` 20% C. Organizational structure and ability to coordinate effectively, both internally and in interaction with outside agencies and interest groups. 15% D. Overall qualifications, reputation, and past performance of the firm(s). 15% E. Familiarity with local data, resources, and conditions. 10% F: Minority Participation •yl F 2 - 85-666. IN The Honorable Mayor and Members of the City Commission The team of David Plummer and Associates; Williams -Russell and Johnson; and Bermello, Kurki and Vera was ranked first by the Competitive Selection Committee for the following reasons: 1. David Plummer and Associates has had more extensive experience than any consultant firm in transportation studies in downtown Miami during the past two years (including the Downtown Miami Transportation Report, the Brickell Area Transportation System Management Plan and numerous individual project studies) thereby providing a data base and familiarity with current issues and problems that will save time and money for the City. Z. David Plummer and Associates has participated in 17 individual DRI applications within the jurisdiction of the South Florida Regional Planning Council; and based upon their performance in such studies, have generated the highest recommendations from staff of the South Florida Regional Planning Council. 3. The team headed by David Plummer and Associates was judged to be well structured in terms of effective utilization of subconsultants; and to be able to coordinate well with City staff due to all team members being located in Miami. 4. The Project Manager and other key project personnel have extensive experience and an excellent past performance record in local projects. 5. David Plummer and Associates has an excellent reputation and working relationship with numerous agencies which must participate in the DRI process, particularly with the staff of the South Florida Regional Planning Council. 6. The David Plummer and Associates team was judged to be the best in meaningful minority participation by including both a black -owned firm (Williams -Russell, and Johnson, Inc.) and a latin-owned firm (Bermello, Kurki and Vera, Inc.), both of which have strong overall reputations and qualifications to perform the portions of the DRI work designated for them.
