A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $15,000 FROM SPECIAL PROGRAMS AND ACCOUNTS, QUALITY OF LIFE ACCOUNT, TO COVER THE USE FEE FOR MIAMI MARINE STADIUM ON JULY 4, 13, AND 20, 1985 BY THE SUMMER POPS CONCERT BOARD AS SPONSOR OF THE SUMMER POPS CONCERT SERIES; SAID ALLOCATION BEING CONDITIONED UPON SUBSTANTIAL COMPLIANCE WITH ADMINISTRATIVE POLICY NO. APM 1-84, DATED JANUARY 24, 1984, AND UPON CERTAIN OTHER DESIGNATED CONDITIONS. WHEREAS, the Summer Pops Concert Board has requested City assistance in presenting the Summer Pops Concert Series; and WHEREAS, the Summer Pops Concert Series serves as a summertime tourist attraction and provides family -oriented cultural entertainment for the local community and the South Florida area; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. An amount not to exceed $15,000 is hereby allocated from Special Programs and Accounts, Quality of Life Account, to cover the use fee of the Miami Marine Stadium on July 4, 13, and 20, 1985 by the Summer Pops Concert Board as sponsor of the Summer Pops Concert Series 1985 and to serve as a summertime tourist attraction and provide family -oriented cultural, entertainment for the local community and the South Florida area. Section 2. The herein allocation is conditioned upon substantial compliance with City of Miami Policy No. APM-1-84, dated January 24, 1984; further, that 100 -200 gratuitous admission tickets for each of the above concerts be distributed among under -privileged children by or at the direction of the City administration with the herein allocation being directed to be made in three equal amounts for the individual concerts. Resolution Allocating Up to $15,000 to the Summer Pops Concert Board for FROM• REFERENCES- Concerts at the Marine Sergio Pereira Stadium July 4, 13 & 20, City Manager % 1985 / ENCLOSURES Commission Agenda Item The Office of Stadiums recommends the adoption of a resolution to allocate up to $15,000 from Special Programs and Accounts, Quality of Life Fund, to cover the use fee for the Marine Stadium on July 4, 13, and 20, 1985, by the Summer Pops Concert Board as sponsor of the 1985 Pops by the Bay series. The Office of Stadiums has reviewed a Special Funding Request for assistance submitted by the Summer Pops Concert Board, which is sponsoring a three-day Summer Pops concert series to be held July 4, 13, and 20, 1985, at the Marine Stadium. For these events, the Office of Stadiums recommends that the Summer Pops Concert Board's special funding request be granted for the rent only, which is the greater of $2,500 per clay or 10% of gross ticket sales with a maximum cap on rent of $15,000 for the three (3) days of this series. It is recommended that all event expenses such as police, ushers, fire marshalls, restroom attendants, security boats, box office manager, office attendant and clean-up be paid for by the Summer Pops Concert Board. The Office of Stadiums has discussed this proposal for rent and event expenses with the Summer Pops Concert Board and it is agreeable with them. The Office of Stadiums believes there is the potential for the City to receive about $5,000 in concession revenues from the Summer Pops concert series. As part of our examination, we made a study and evaluation of the Associa- tion's system of internal accounting control to the extent we considered necessary to evaluate the system as required by generally accepted audit ing standards. The purposes of our study and evaluation were to deter- mine the nature, timing, and extent of the auditing procedures necessary for expressing an opinion on the Association's financial statements. Our a` study and evaluation was more limited than would be necessary to express an opinion on the system of internal accounting control taken as a whole. The management of the Association is responsible for establishing and maintaining a system of internal accounting control. In fulfilling this <' responsibility, estimates and judgments by management are required to ,a. assess the expected benefits and, related costs of control procedures. The objectives of a system are to provide management with reasonable, but ' not absolute, assurance that assets are safeguarded against loss from h= unauthorized use or disposition and that transactions are executed in accordance with management's authorization and recorded properly to permit the preparation of financial statements in accordance with gen- erally accepted accounting principles.
