HomeMy WebLinkAboutR-85-0661J-85-611 RESOLUTION NO. 85 -S61 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE INDIVIDUAL CONTRACTUAL AGREEMENTS WITH TEN (10) NEIGHBORHOOD ECONOMIC DEVELOP- MENT ORGANIZATIONS, FOR THE AMOUNTS SPECIFIED FOR EACH, TO CONTINUE IMPLEMENTING A NEIGHBOR- HOOD ECONOMIC DEVELOPMENT PROGRAM, WITH FUNDS ALLOCATED THEREFOR FROM THE TENTH AND ELEVENTH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT. WHEREAS, the City Commission is committed to economic development and the expansion of trade and commerce; and WHEREAS, the promotion of economic revitalization in the neighborhoods of the City of Miami is an important part of the City's economic development strategy; and WHEREAS, the City Commission is desirous of continuing the neighborhood economic development program and funds are available in the Tenth and Eleventh Year Community Development Block Grant for such a purpose:; NOW, THEREFORE, BE IT RESOLVED BY THE CONIMlSS10N OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to execute ten (10) individual contractual agreements, with the following neighborhood development agencies, for the amounts specified for each, for the purpose of implementing a Neighborhood Economic Development Program, with funds hereby allocated therefor from the Tenth and Eleventh year Community Development Block Grant: CITY COMMISSION MEETIIdC OF J U N 20 1985 85-6 W- CBO AREA AMOUNT 1. A resolution authorizing the City Manager to execute individual contract agreements with ten (10) neighborhood economic development organizations for the amounts specified for each, to continue implementing a neighborhood economic development program, with funds allocated in the amount of $389,750 from the Eleventh Year Community Development Block Grant Program and funds in the amount of $110,250 from the Tenth Year Community Development Block Grant Program. The Community Based Organization (CBO's) have been the City's primary outreach vehicle to assist the different communities in developing their economic development programs and/or projects. On April 11, 1985, the City Commission, as part of the Community Development Public Hearing, passed Resolution No. 85-457 allocating $389,750 for nine (9) Community Based Organizations receiving $37,750, and one (1) CBO in Wynwood receiving $50,000 for the purpose of implementing commercial neighborhood economic development programs in their respective target areas. The contract period for this program would begin on July 1, 1985. Staff has since been involved in pre -contract negotiations in order to develop workable and measurable work programs for the Eleventh Year. During this process, the CBO's have pointed out to staff that in the past their work programs have been unrealistic; they have complained about a lack of staff and training available to them; and that funding by the City at a level less than $50,000 is in reality a prescription for failure. 85-M661 1 The Honorable Mayor and Members of the City Commission Page 2 ►then the CBO's were originally conceived, it was expected that the CBO's would become economically independent within a period of four to five years. This has proven to be an unrealistic goal. All the CBO's lack the financial capacity or the technical expertise to accomplish this goal. During the past five years inflationary pressures on the budgets of the CBO's, as well as the lack of technical expertise on the part to the CBO's has made it unrealistic for the CBO's to be maintained at the same funding level as last year ($37,750). It is therefore recommended that funding for the Eleventh Year contract be provided in the amount of $50,000 to the following ten (10) CBO's: 1. Allapattah Business Development Authority, Inc. 2. Allapattah Merchants Association 3. Coconut Grove Local Development Corporation 4. Downtown Miami Business Association 5. Little Havana Development Authority G. Northeast Miami Chamber of Commerce 7. Wynwood Community Economic Development Corporation 50,000 The additional $12,250 per CBO being allocated from Tenth Year contingency fund is for a total of $110,250. Funding of the Martin Luther King Economic Development Corporation (MLKEDC) is subject to City approval authorizing an amendment to the Lincoln Square Building agreement to provide Eleventh Year funds to MLKEDC for a Neighborhood Economic Development Program. tea. i The Honorable Mayor and Memebers of the City Commission Page 3 The level of funding recommended for the next contract year should enable the CBO's to acquire the additional staff required dnd engage in economic development projects to benefit their respective communities. In addition to the increased funding, the CBO's will receive Community Development Corporation training and project development assistance from the CDC Project Development institute created by Greater Miami United and the Local Initiatives Support Corporation (LISC). During this year staff will continuously evaluate the CBO's progress in obtaining economic development skills and assist the respective CBO's in obtaining foundation or other sources of money for their projects and/or their administrative costs. CBO's with this additional funding and training and assistance from r� both City staff and Greater Miami United will be expected to substantially impact on the economic well-being of their communities.
