TO EXECUTE AN AGREEMENT IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH GREATER MIAMI UNITED (GMU) IN AN AMOUNT NOT TO EXCEED $100,000, FOR THE PURPOSE OF PROVI- DING SPECIALIZED ADMINISTRP.TIVE PND TECHNICAL ASSISTANCE AS WELL AS THE AWARD OF GRANTS AND LOANS TO CITY - FUNDED COMMUNITY BASED ORGANIZATIONS INVOLVED IN ECONOMIC DEVELOPMENT PRO- JECTS; WITH ALLOCATION OF SAID FUNDS BEING FROM THE 11TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUND. WHEREAS, the City Commission is committed to economic development and the expansion of trade and commerce; and WHEREAS, the promotion of economic revitalization in the neighborhoods of the City of Miami is an important part of the City's economic development strategy; and WHEREAS, the City of Miami recognizes that the Economic Development and Housing Program arena would be furthered by providing special administrative and technical support to Commu- nity Development Corporations (CDC's) and/or Community Based Organizations (CBO's); and WHEREAS, Greater Miami United, Inc. has identified and developed the Program Development Institute (PDI) as the vehicle to assist the various CDC's/CBO's; and WHEREAS, the main goal of the PDI will be to teach the CBC's/CBO's how to identify project opportunities, determine their feasibility and formulate and negotiate a financing package for a project; and WHEREAS, the City of Miami currently contracts with ten (10) CBO's who would benefit from the City's participation in this project; and 1. I 9 r� A WHEREAS, at the April 18, 1985 City Commission meeting, Resolution No. 85-457 was approved, authorizing the City Manager to submit a Grant Program fund statement to the U.S. Department of Housing & Urban Development (HUD); and WHEREAS, the City of Miami's proposed $100,000 contribu- tion to Greater Miami United is one of the allocations that is included in said HUD grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to execute an agreement, in a form acceptable to the City Attorney, with the Greater Miami United, Inc. in an amount not to exceed $100,000, for the purpose of providing specialized administrative technical assistance as well as the award of grants and loans to City -funded community based organizations for economic develop- ment projects. Section 2. A sum not to exceed $100,000 is hereby allo- cated, contingent upon the City of Miami receiving the aforemen- tioned funds from the U.S. Department of Housing & Urban Develop- ment from llth year Community Development Block Grant Program. REFERENCES: City C.oItunisslon Agenda June 20, 1985 ENCLOSURES: "It is recommended that the City Commission authorize the City Manager to execute an agreement, in a form acceptable to the City Attorney, with Greater Miami United, Inc., in an amount not to exceed �100,000 for the purpose of providing specialize administra- tive and technical assistance to city -funded community based organizations involved in economic developments projects. The allocation of said funds will be from the eleventh year Community Development Block Grant fund." Greater Miami United, Inc. (GMU) is a non-profit civic organization whose goal is to improve the social and economic environment in blighted neighborhood areas. GMU has been successful in mobilizing public and private resources to deal with fundamental community problems. GMU's proposal reflects the organization's objective to improve Miami's well being by strengthening our CBO's, providing private sector involvement in community revitalization and increasing the level of resources available to Community Development. The three elements of GMU's proposal are: I. Delivery of the Project Development Institute (PDI) to all City of Miami CDCs/CBOs, !I. Provision of PDI, related support structures in Miami, including the development of private sector invoivement and resources in PDI and all community development activities; and III. Continuation of the general GMU work -plan as supported by the FY '84 GMU - City of Miami contract. The main goal of the PDI will be to teach CDCs%CBOs how to identify project opportunities, determine their feasibility, formulate and negotiate a financing package for a project. The Institute will provide a series of six (6) four -day workshops. GMU will house one full-time PD1 staff person who will maintain weekly contact with every participant in the program. The provision of PDI will include, but not be limited to, local technical assistance, weekly contact with all participants, and substantive coordination with PD1 instructors. At the April 18, 1985 City Commission meeting, Resolution No. 85-457 was approved authorizing the City Manager to submit a grant program fund statement to the United States Department of Housing and Urban Development (HUD). one of the project included and approved in said HUD grant, was the allocation of $100,000 to GMU for the aforementioned proposal. it is recommended that the proposed contract agreement with GMU be approved so that extensive training and technical assistance can be provided to the CBO's, thereby strengthening their development expertise and impact substantially on the economic well-being of their communities.
