AIR CONDITIONING FOR THE PROVIDING OF
AIR CONDITIONING MAINTENANCE 8ERVICES
AT THE COCONUT GROVE EXHIBITION CENTER
FOR A PERIOD OF ONE YEAR AT A TOTAL COST
OF $59,180.
Pursuant to the issuance of Bid ;#84-85-61, a total of ten (10)
°.
bids were received for the providing of air conditioning main-
tenance service at the Coconut Grove Exhibition Center. Of the
minority
bids received, the lowest two (2) were submitted by
,.
(Hispanic) firms.
r
A complete and thorough staff evaluation of these bids results'
in the recommendation that the bid be awarded to Temptrol Air
Conditioning. This firm submitted the second lowest bid; how-
ever, it is the lowest responsible and responsive bid received.
After meeting with the first low bidder, it was determined that

staffing levels were insufficient to provide emergencyservice
on a 7-day, 24-hour basis. The proper and timely maintenance
of the air conditioning system is critical to this high use,

revenue producing, facility. Therefore, it is a must that the
maintenance contractor be available at all times and without
delay. The award of this contract, as recommended, should in
sure that facility operation will not be adversely affected by

its air conditioning system.
Funds for this award are available in the Department of Building

We are respectfully addressing y ou, to express, our opinion that,

we are the best qualified bidder on the referred bid for the
following reasons:
a) The apparent low bidder is not engaged seriously in the
business of servicing air conditioning equipment of the
size and type installed in the Coconut Grove Exhibition
Center. As a ccnpany
,�orda Mechanical has been in busi-
ness less than two years and only in new installation
type of work. We therefore question seriously their
lifications as a service entity in the air contidioning
qua
field.
b) The second low bidder, Temptrol Air Conditioning, also Waist
be questioned as to their ability to service the Cocaiut
Grove Exhibition Center. Also a relatively new ccapany,
their size of organization and capacity would in our
opinion pose a potential problem for the steady and trouble
t: free operation of the A/C installations at the Center.
