PIC Background The PIC of South Florida was established in 1983 as required 5y the Job `:raining Partnership Act (J PA). Under J'iPA the PIC and the ';raining local elected officials 'South 51orida F npl�ytnent and v. Consortium) have an equal say in the Manning and implementation of t. JTPA programs, '. In compliance with- the law the members of the PIC were apphinted _by° the elected officials of the five jurisdictions comprising the South :. Florida Employment and Training Consortium (Dade and Monrr�e Counties and the Cities of Hialeah, Miami and Miami Beach) based on an _ ,, agreement reached among the Consortium jurisdictions, the City of Miami appointed 10 of the 49 PIC members on May 12, 1983. When the PIC was established it chose to use the administrative staff that was already working for the -Consortium. As a result, both the PIC and the Consortium use the same administrative staff. This administrative entity is designated PIC of South Florida/South ., Florida Employment and Training Consortium. The current executive director is 'Mr. Joseph Alfano. PIC Membership Current PIC membership (see attached list) stands at 45 due to resignations. To date no City of Miami appointee has resigned. Items of Interest V, The P'C/SFETC staff has provided the additional informatinn shown below about recent program outcomes and developments. This information relates to some concerns that have been expressed. o In 1983-84 the Dade/Monroe Service Delivery Area placed 2,400 JTPA participants in permanent jobs. For 1984-85 the antici- pated number of placements is 3,300. 0 95% of job placements are made with the private sector; 89% are still employed after 30 days; 54% are Black, 40% are Hispanic and 6% are White. o All program operators have'a contractual obligation to serve Blacks. Special mobile intake services have been established with emphasis on the Black community.
