POLICE.
WHEREAS, the City Commission recognizes the threat to the physical and
mental health of all people due to the distribution and sale of illegal drugs in the
Miami community and throughout the United States; and

WHEREAS, the City Commission recognizes the importance of, and fully
supports, law enforcement efforts to reduce the distribution and sale of illegal
drugs in the ;Miami community and throughout the United States: and
WHEREAS, the detection and arrest of those persons involved in the
distribution and sale of illegal drugs would assist in the reduction of such criminal
activity; and
WHEREAS, the detection and arrest of those persons involved in associated
,
criminal activities such as dealing in stolen property and other items of contraband
would also assist in the reduction of criminal activity; and
WHEREAS, the creation and continued maintenance of the Police

Department's Street Narcotics Unit (S,N.U.), the Criminal Investigation 'Tactical
Apprehension Team (C.I.T.A.Vo and Directed Patrol retails is a progressive effort

WHEREAS, the use of unmarked leased automobiles Is an effective law

included in the Police Department's normal operating budget; and

WHEREAS, the Police Chief has recommended adoption of this resolution and
funds to covet' these necessary costs and expenses are available in the City of
Miami taw Enforcement Trust Fund;
N^ THEREFORE. nt IT RESOLVED A)' THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
' Section 1. An amount, not to exceed Seventy TWO Thousand Dollars
($72,000.00)0 is hereby allocated from the City of Miami Law Enforcement Trust
Fund to cover necessary costs and expenses of leasing twelve (12) automobiles for
a period of sixteen (16) months, such automobiles to be used by the Police
Department's Street Narcotics Unit (S.N.U.), Criminal Investigation Tactical
Apprehension Team (C.I.T.A.T.), and Directed Patrol Details in combatting the
, distribution and sale of illegal drugs and associated criminal activities, such as
� burglaries, robberies and prostitution related crimes, upon such costs and expenses
having been approved by the Chief of Police.

?"-e creation of the 'Police Department's Street Narcotics Unit (S.N,U.). the
!;'i^iinal Investigation Tactical APDrehension Team IC.I.T.A.T.;, along with
Directed Patrol activities and their continued maintenance, has created an
unanticioated need for unmarked cars. These units need twelve rental vehicles to
safely and -effectively interact with the criminal element in our community. At
the present time, the only available vehicles are unmarked ;police vehicles which '
'• are easilv identified by members of the community.

` As the need for these vehicles became apparent after the beginning of the FY 34-
35 budget, no monies were allocatedforrental_ vehicles. The decision to utilize
additional rental vehicles came after the deadline for preparing the FY_ 35-36
., vehicle requests.
.Anticipated Costs: The current contract for rental ' vehicles reflects a cost of
$333.00 per vehicle per month; twleve f 12) vehicles for sixteen (16) months
$68,73b,00.
It is, therefore, recommended that the City Commission authorize funding for the
lease of these vehicles for the period of 3une 1, 1983 through September 309 1986
