ISSUANCE OF A REQUEST POR PROPOSALS
POR PROFESSIONAL CONSULTANT SERVICES
NEEDED To CONDUCT AN ECONOMIC STUDY
OF THE MIAMI RIMER WITH THE
ANTICIPATED FEE FOR SUCH SERVICES

WHEREAS, the City of Miami was notified that a grant was

awarded on May 29, 1985 to conduct an Economic Study of the Miami
River through the Department of Environmental Resources by the
United States Department of Commerce, National Oceanic and
Atmospheric Administration, and
WHEREAS, the City will be seeking the services of a
consultant, qualified and experienced in economic and marine
related activities to provide along with his/her subconsultants,
a complete economic development strategy and sound growth
management policies for marine and related uses;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

` it is recommended that the Commission authorize the
,i Planning Department to issue a Request for proposals
for a "Economic Study of Miami River ; n suD s an t is
accor ance with provisions ec ion -5.2 0 i of the
City Code pertaining to competitive negotiation.
The City of Miami Planning Department was notified on May 29, 1985, that it
►', received a grant thru the Deoa:-t>nen`, of Cnvi rom iental lesources from the US
Department of Commerce, `lational Oceanic and Atmospheric Administration in
order to conduct an economic study of the 'd iini River: Funds will be
available on October 1, 1985.
In order to initiate the acquisition of the necessary services, it is
requested that a Request for Proposals be authorized as per Section 18-52.2(3)
of the City Code pertaining to professional services competitive negotiations.
Subject to negotiation, the Planning Department estimates that the contract
will be for an amount not to exceed $75,000.
The Planning Department will manage the economic base study with primary work
effort and expertise provided through consultant services. The study contract
will begin October 24, 1985 and include the fallowing general scope of
services:
!; I. Determine status of Riverfront and associated parcels by
identifying primary Land use, amount of development, value, recent sales,
dwelling unit count, business use and age and condition of property. On site
examination and property owner/business surreys will determine employment
characteristics, primary trade characteristics relationships to support
ry industries services provided, seasonal variations, business trends, market
changes, future plans and expansion needs and relocation needs.

It. The study will examine regional trends in marine industrial growth,
marine services and marina facility needs, and Compare these with
activity and trends of marine related uses on the Miami River. The
study will ascertain the available and potential ri verfront and for
marine related uses by type and suitability. Feasibility of mixed.
use developments combining marine related activity with office,
commercial and residential uses will be examined and potential
incentives -supportive of enhanced marine use identified.
111. The study shall determine existing and projected constraints to
enhanced marine industrial/service/ recreational use of waterfront
properties and determine effective counter measures. Future demand
for marine related activities shall be projected and market capture
rates for the river sector estimatbd. A marine industrial, service,
and recreational development strategy shall be by category and
geographic sub -area of the river.
To assist in the implementation of this study the Planning Department shall
prepare property characteristic profiles by address that will identify land
use, value and business types.
The projected timetable for the Economic Study of the Miami River is as
follows:
