WHEREAS, Partnershi.p for Productiv�y/lnternattonal has
requested from the City of M1,am4. a grant to support i*s "Miami
Conference Women's Action for Progress-Caribbean/Central America"
to be held on October 11-13, 1985 in Miami, Flor.da; and
a
WHEREAS, the 1985 Women's Ac*ion for Progress -Caribbean/
Central America Conference will continue the exchangp begun of

last year's conference between ind!viduals ;and groups from the
Caribbean Basin, Lain America and the United States; and
WHEREAS the 1985 Conference is aimed at management and

entrepreneurial skills buildjng, identification of the particular

needs and barriers facing the entrepreneurial woman, and support
systems leading to successful private enterpr!se and economic

self-sufficiency; and

Conference;

"It is recommended that the City Commission
approve the attached resolution authorizing
the City Manager to allocate an amount not
to exceed $10,000 fromtheSpacial Programs
and Accounts, Contingent Fund in support of
the second "►Miami Conference-Womet's Action
for Progress-Caribbean/Central America" to
be held October 11--13, 1985 Partnership
for Productivity/International (PfP/I); Said
allocation being conditioned upon substantial
compliance with City of Miami Administrative
Policy No. APM-1-84, dated January 24, 1984;
further authorizing the City Manager to enter
into an agreement, in a form acceptable to
the City Attorney, with PfP/I".
Partnership for Productivity/International. (PfP/I) is a 15 year old
non-profit international development organization specializing in
small enterprise development in Third World countries.' It has a
wide range of experience in management training for small economic
activities in agriculture, commerce and manufacturing; and has
provided credit and technical assistance for small business start-
up and expansion in Latin America and the Caribbean Basin.'
In its two years In Miami, PfP/I has successfully linked women's
development groups in the Caribbean Basin with women's business and
professional groups in Florida. On May 10, 1984, the City
Commission adopted Resolution No.84-543 allocating the sum of
$7,500 in support or PPP/I's first "Miami Conference Women's Action
for Progress-Caribbean,/Contral. America" held on May 20-23, 1984 in
Miami. This conference brought together approximately 200
representatives from the entire Caribbean/Central American region
Including First Lady Doris do Monge of Costa Rica,

PrP/I has requested a grant cif io20,000 to assist in the
organization and design of the conference to be held October 11-1,
1985.

It is recommended that PfP/1 be awarded $10,000 for this year's;

conferences The proposed funding of $10,000 versus the requested
amount of $20,000 is based on the following considerations:'
1. The duration of the 1985 conference is the
same as for the 1984 conference.

as the 1984 conference:
3. The City's 1984 contribution of 47,500 was
used to cover catering and banquet
expenses for conference participants.. For
the 1985 conference, PfP/I will utilize City
funds for additional expenses including
promotion, organization and staff services.
4. Matching funds are expected to be available
because PfP/I has requested funding for the

1985 conference from the U.S. Agency for Inter-
national Development in the amount of $50,000'
and $10,000 from Private Agencies Collabora-
ting Together.
