HomeMy WebLinkAboutR-85-0713a n 1 t f i ►1�85�1b4 4 1s/85 RLSOLUTION NO.5 A RESOLUTION AUTHORIZING THE CITY MANAGER TO F RXECUT'E AN AGREEMENT, IN SUBSTANTIALLY THE FORM ATTACHED HERETO, WITH THE PRIVATE INDUSTRY COUNCIL OF SOUTH FLORIDA/SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM (PIC/SFETC), TO IDENTIFY THE SPECIAL DUTIES AND RESPONSIBILITIES OF PIC/SFETC IN ORDER TO IMPLEMENT "FIRST SOURCE HIRING AGREEMENTS" WITH RECIPIENTS OF CERTAIN CITY OF MIAMI ECONOMIC DEVELOPMENT PROJECTS. WHEREAS, the "First Source Employment Agreement" process has received nationwide acceptance as a tool to coordinate local economic development efforts that are tied to the public sector with manpower training programs for low/moderate income residents; and WHEREAS, a "Working Agreement" to establish procedures and formalize the implementation of "First Source Hiring Agreements" in the City of Miami is required to identify the special duties and responsibilities of the Private Industry Council of South Florida/South Florida Employment and Training Consortium (PIC/SFETC) in order to implement "First Source Hiring Agree- ments" with recipients of certain City of Miami economic develop- ment projects; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to execute an agreement, in substantially the form attached hereto, with the Private Industry Council of South Florida/South Florida Employment and Training Consortium (PIC/SFETC) to identify the special duties and responsibilities of the PIC/SFETC in order to implement "First Source Hiring Agreements" with recipients of certain City of Miami economic development projects. On July 31, 1984 the City Commission passed Resolution No. 84-989 to establish an advisory committee to recommend a First Source Agreement policy for implementation by the City of Miami. This committee has met on several occasions to draft and finalize an Ordinance to implement "First Source Hiring" and an May 9th, the City Commission will be requested to approve this Ordinance. In order to implement "First Source Hiring Agreements" with recipients of certain City of Miami economic ievelopment projects, a "Working Agreement" to establish procedures and formalize the implementation of "First Source Hiring Agreements" in the City of Miami is required. The Private Industry Council of South Florida/South Florida Employment and Training Consortium (PIC/SFETC) is charged with the responsibility of securing employ- 85-713r, 85--`7'13, .14 9 The purpose of this agreement is to identify on the operational level, the duties and responsibilities of and the Private Industry Council (PIC) of South Florida/South Florida Employment and Training Consortium (SFETC) in order to implement First Source Hiring Agreements with recipients of certain City of Miami economic development benefits. II. DUTIES AND RESPONSIBILITIES A. The , as single point of contact for First Source Hiring Agreements, shall provide a telephone call to the PIC/SFETC, followed by sufficient written information on a company which has made application for a loan or other public benefit, so that initial contact by the PIC/SFETC can be made. Contact with the company will be made prior to the commitment of funds and prior to the scheduling of the item on the City Commission agenda to determine the impact of the First Source Agreement on -job creation and generation. 1. This information shall include at a minimum a) whether the company is expanding, relocating or being created, b) type of business, c) projected number of and types of jobs to be created, 6 d) projected completion date for the project; e) location of project, f) contact person and telephone number. 2. This information shall be provided to the PIC/SFETC within five (5) working days of receipt of the application. �. The PIC/SFETC, as the authorized representative of the City of Miami for First Source Hiring Agreements, shall make initial contact with the company to explain the role of the PIC/SFETC and the benefits available to the company through First Source Hiring Agreements. 1. Initial contact shall be made within five (5) working days following receipt of company information. 2. Written confirmation shall be provided to the following the initial contact. C. The shall provide written notifica- tion to the PIC/SFETC within three (3) working days following City of Miami approval of the loan or other public benefit. D. The PIC/SFETC shall contact the company to commence negotiating a First Source Hiring Agreement within five (5) working days following written notification of approval of loan or other public benefit. The PIC/SFETC shall: 857 713_.. S i i { R 1. Prepare and execute an agreement as a result of the negotiations. 2. Provide copies of the executed agreement to The City of Miami training and employment program, in conjunction with the PIC/SFETC, shall: 1. Recruit and refer eligible applicants for the job openings outlined in the First Source Hiring Agreements within five (5) t working days, or as specified in the First Source Hiring Agree- ment. 7 2. When insufficient training and employment program applicants or other residents of the City of Miami are available by the end of the fifth (516h) working day, or as specified in the First Source Hiring Agreement, staff of the City of Miami training and employ- ment program shall notify PIC/SFETC staff within one (1) working ' day in order that other referrals can be made. 3. Report to the PIC/SFETC all training and employment program participants referred to job openings. l 4. Report to the PIC/SFETC all training and employment program participants hired by the employer in partially -subsidized on-the-job training positions, and participants hired by the employer in unsubsidized positions.
