HomeMy WebLinkAboutO-100240-85-734 ORDINANCE NO. 10024 AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "RECREATION PROGRAMS FOR THE MENTALLY RETARDED (10TH YEAR)", AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $168,622, CONSISTING OF $158,554 IN FEDERAL AND STATE FUNDS TO BE RECEIVED FROM THE STATE OF FLORIDA: DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES AND $10,068 FROM FISCAL YEAR 1984/85 SPECIAL PROGRAMS AND ACCOUNTS; MATCHING FUNDS FOR GRANTS; AND AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AWARD AND TO ENTER INTO THE NECESSARY CONTRACT(S) AND/OR AGREEMENT(S) FOR THE ACCEPTANCE OF THE GRANT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Florida Department of Health and Rehabilitative Services (HRS) has offered the City a grant of $131,748 in State funds to provide recreational education, training, and therapy services to a minimum of one hundred mentally retarded individuals for the period July 1, 1985 through June 30, 1986; and WHEREAS, HRS has offered the City a grant of $18,767 consisting of $14,075 in federal funds and $4,692 in State funds to provide a minimum of 4,000 units of transportation to mentally retarded individuals to recreational facilities for the period April 1, 1985 through September 30, 1985; and WHEREAS, HRS has offered the City a grant of $8,039 consisting of $6,029 in federal funds and $2,010 in State funds to provide a minimum of 3,000 units of transportation to participants of the developmental training program; and WHEREAS, a sum of $10,068 has been budgeted in the fiscal year 1984/85 General Fund: Special Programs and Accounts; Matching Funds for Grants as the City's contribution to the aforementioned program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OP MIAMI,PLORIDA: Section 1, the following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: RECREATION PROGRAMS FOR THE MENTALLY RETARDED (LOTH YEAR) RESOURCES: United States Department of Health and Hunan Services through the Florida Department of Health and Rehabil= itative Services $ 20,1O4 The Florida Department of Health and Rehabilitative Services $138,450 The City of Miami: Special Programs and Accounts; Matching Funds for Grants - FY '85 $ 10,068 APPROPRIATION: RECREATION PROGRAMS FOR THE MENTALLY RETARDED (1OTH YEAR) $168,622 Section 2. This appropriation is contingent upon the approval of the City's application by the Florida Department of Health and Rehabilitative Services and the City Manager's acceptance thereof. Section 3. The City Manager is hereby authorized to accept the grant as set forth in the preamble to this ordinance and to enter into the necessary contract(s) and/or agreement(s) to accept the grant. Section 4. If any section, part of section, paragraph, clause phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 5. The Recreation Programs for the Mentally Retarded has recently been funded for its' tenth (loth) year by the State of Florida, Department of Health and Rehabilitative Services. The purpose of the program is to continue the provision recreation education programs to a minimum of 100 mentally retarded individuals for the period of July 1, 1985 through June 30, 1986 and transportation services for mentally retarded participants from April 1, 1985 through September 30, 1985. The transportation will be utilized in conjunction with the recreation and developmental training programs currently provided to the mentally retarded citizens of Miami. Types of programming will include sports and physical recreational activities, social 'community integration activities and passive activities designed to promote healthy_ and constructive use of leisure time.
