ADOPTED SEPTEMBER 21, 19841 THE ANNUAL APPROPRIATIONS
ORDINANCE FOR FISCAL YEAR ENDING SEPTEMBER 30, 1985 AS
AMENDED BY INCREASING THE APPROPRIATION IN THE ENTERPRISE
FUND, PROPERTY AND LEASE MANAGEMENT IN THE AMOUNT OF
$44,207, AND BY INCREASING REVENUE IN A LIKE AMOUNT FROM
ADDITIONAL ENTERPRISE REVENUES, TO COVER DEPRECIATION
CHARGES DURING FISCAL YEAR 1985; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA,-
Section 1. Sections 1 and 6 of Ordinance No. 9901 adopted September 21,
1984, the Annual Appropriations Ordinance for fiscal year ending September 30,
1985, is hereby amended in the following particulars: 1/
"Section 1. The following appropriations are made for the
municipal operations of the City of Miami, Florida, for the
fiscal year 1984-85, including the payment of principal and
interest on all General Obligation Bonds:

Section 2, The herein appropriation of $44,267 for, the Enterprise Fund,
Property and Lease Management is to cover depreciation charges during fiscal
year 1985, Revenue in a like amount is available from additional Enterprise
Revenues.
Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 4. If any section, part of section, paragraph, clause, phrase, or
word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected,

It is recommended that the City Commission approve the
attached ordinance appropriating $44,207 to the Enterprise
Fund, Property and Lease Management, for depreciation
charges during fiscal year 1985. Revenue in a like amount
is available from additional Enterprise Revenues.

The Property and Lease Management Enterprise Fund is responsible for the
efficient management of all property owned by the City of Miami and leased to
private vendors.
The Property and Lease Management Enterprise Fund was established in FY'85
pursuant to the City's external auditors recommendation. The auditors felt that
this function previously assigned to the Finance Department's Purchasing
Division (General Fund) more accurately met the definition of an Enterprise
Fund.
Enterprise Funds are financed and operated in a manner similar to a private
business, where the cost of providing services either to the general public or
other governmental departments or agencies are financed or recovered primarily
through user charges. As in any business depreciation, costs are a key
ingredient in determining the service life of fixed assets attributable to wear
and tear, deterioration and obsolescence.
In order to comply with generally accepted accounting principals (GAAP), the
City's Finance Department requested that the Department of Management and Budget
prepare an ordinance appropriating the S44,207 during -fiscal year 1985 to cover
depreciation charges for City -owned buildings leased to private vendors as
follows
