BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA,- Section 1. Sections 1 and 6 of Ordinance No. 9901 adopted September 21, 1984, the Annual Appropriations Ordinance for fiscal year ending September 30, 1985, is hereby amended in the following particulars: 1/ "Section 1. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. Revenue in a like amount is available from additional Enterprise Revenues. PtU: OM853 The Property and Lease Management Enterprise Fund is responsible for the efficient management of all property owned by the City of Miami and leased to private vendors. The Property and Lease Management Enterprise Fund was established in FY'85 pursuant to the City's external auditors recommendation. The auditors felt that this function previously assigned to the Finance Department's Purchasing Division (General Fund) more accurately met the definition of an Enterprise Fund. Enterprise Funds are financed and operated in a manner similar to a private business, where the cost of providing services either to the general public or other governmental departments or agencies are financed or recovered primarily through user charges. As in any business depreciation, costs are a key ingredient in determining the service life of fixed assets attributable to wear and tear, deterioration and obsolescence.
