OBLIGATION BOND SALE; CONTAINING A
REPEALER PROVISION AND A SERVERABILITY
CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 9901,
on
September 21, 1984, establishing revenues and appropriations for
the City of Miami, Florida, for the fiscal year ending September
30, 1985; and
WHEREAS, funds are required to pay for additional interest
expenditures in the General Obligation Bond appropriation in the
amount of $1,545,000 as a result of the most recent $33,000,000
General Obligation Bond Sale; and
WHEREAS, funds in the amount of $1,545,000 are available
from the FY'84 fund balance in the City's Debt Service Fund and
can be allocated for same;
NOW, THEREFORE BE IT ORDAINED by the Commission of the City
of Miami, Florida:
Section 1. Sections I and 6 of ordinance No. 9901 adopted
September 21, 1984, the annual appropriations ordinance for the
fiscal year ending September 30, 1985, as amended, is hereby
further amended in the following particulars: 1/
"Section 1. The following appropriations
are made for the municipal operation of
the City of Miami, Florida for the
fiscal year 1984-85 including the
payment of principal and interest on all
general obligation bonds:
General Obligation Bonds Appropriations
Interest $10,759,540 $12,304,540
'underscored words and/or figrues shall be added, The remaining
provisions are now in effect and remain unchanged. Asterisks
indicate omitted and unchanged material. All figures are rounded
to the nearest 4911ar.

Section 6, The above appropriation are
based on the following sources of revenue
for the 1084-85 fiscal year;
General Obligation Bonds Revenue
Fund Balance Appropriation $ 1,545,000
General Obligation Bonds $20,83954 $22,384,540
Section 2. The herein increase of $1,545,000 for additional
interest expenditures in the FY'85 General Obligation Bond
appropriation as a result of the most recent $33,000,000 General
Obligation Bond Sale is funded from FY'84 Debt Service Fund
Balance.
Section 3. All ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this
ordinance are hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.
PASSED ON FIRST READING by title on this 13th day of
June 1985.

It is recommended that the City
Commission approve the attached
ordinance increasing the General
Obligation Debt Service appropriation
for FY'85 in the amount of S1,545,000 to
fund additional interest requirements as
a result of the most recent $33,000,000
General- Obligation Bond sale. The
$33,000,000 bond issue was sold sooner
than originally scheduled to 'take
advantage of more favorable market
conditions in the municipal bond market
resulting in long term interest savings
to the City tax payers. Revenue in a
like amount is available from FY'84 Debt
Service Fund Balance.
The City recently has sold $33,000,000 of General Obligation
Bonds which requires additional interest payments be made to said
bond holders in the amount of $1,545,000, revenue in the like
amount is available from FY'84 Debt Service Fund Balance.
The early bond sale was to take advantage of favorable market
conditions in the municipal bond market resulting in long term
interest savings to the City taxpayers of approximately
$2,900,000 over the life of the $33,000,000 bond issue.
The $33,000,000 general obligation bonds were sold at an interest
rate below the 20 bond buyer index rate, one half percent under
what other municipalities offer. The bid was awarded to
Prudential Bach at 9.20 percent.
The attached proposed ordinance is prepared for the May 23, 1985
City Commission meeting.
