A RESOLUTION APPOINTING TWO (2) MFMRERS OF
THE PRIVATE INDUSTRY COUNCIL (PIC) OF SOUTH
FLORIDA FOR TERMS TO EXPIRE JUNE 30, 1987.
WHEREAS, the Private Industry Council (PIC) of South Florida
is a duly constituted body under the provisions of the Job
Training Partnership Act (JTPA); and
WHEREAS, the Job Training Partnership Act stipulates that
local elected officials shall appoint the members of Private
Industry Councils; and
WHEREAS, the City of Miami Commission is presently cal.lpd
upon to make appointments to two (2) vacant spats in the PIC of
South Florida; and
WHEREAS, the aforementioned vacant seats are reserved for
duly nominated representatives of the private sector;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following individuals are hereby
appointed to the PIC of South Florida for terms to expire
June 30, 1987:
Private Section Seat - Ms J. Habif
Private Section Seat - Elmer Leyva

It is recommended that the City Commission
approve a Resolution appointing two (2)
members of the PIC of South Florida for
terms to expire June 30, 1987.
The Private Industry Council (PIC) of South Florida was established
in 1983 in compliance with the Job Training Partnership Act
(JTPA). The PIC and the South Florida Employment and Training
Consortium oversee the local implementation of federally -funded job
training programs.
On May 12, 1983 the City Commission. adopted Resolution 83-399
appointing 10 (6 Hispanics, 3 Blacks and 1 Anglo) of the original 49
members of the PIC. The balance of the members were appointed by the
elected officials of Dade and Monroe Counties and the Cities of
Hialeah and Miami Beach.
On June 21, 1985 the PIC elected to reduce the size of its membership
from 49 to 42 members. The new apportionment of seats for
appointment purposes is shown below.

The Private Industry Council (PIC) of South Florida was established

After the reduction from 49 to 42 seats the City is now responsible
for appointments to nine (9) instead ^f ten (10) seats. The current
status of the nine (9) seats filled through City of Miami
appointments is as follows:

One of the City's appointees, Mr. Orlando Naranjo, resigned from the
PIC on June 18, 1985. Two other City appointees ended their PIC
terms on June 30, 1985 and have not been reappointed. They are:
Jack McLaughlin (Anglo male) - private sector representative
Alberto Quirantes (Hispanic male) - private sector representative
If the City Commission wishes to appoint new members, it may do so
from the names in the attached list of those who have been nominated
by general purpose business organizations as required by the law.
The two vacant seats are reserved for private sector representatives.
Both appointments will be for terms to expire June 30, 1987.

a report at the City Commission meeting of May 9, 1985.

in compliance with the law the members r.F -,,he--PIC were appointed by
the elected officials of the five jurisdictions comprising the South
Florida Employment and Training Consortiums (Dace and Honrne Counties
and the Cities of Hialeah, Miami and '"iami Beach). Based on an
agreement reached among the Consortium juriscicti,,ns, the City of
Miami appointed 1C of the 49 P:,: members on stay 1?, 1y53.
When the PIC was established it chose to use the administrative staff
that was already working for the Consortium. As a result, both the
PIC and the Consortium use the same administrative staff. This
administrative entity is designated PIC of South Florida/South
Florida Employment and Training Consortium. The current executive
director is Mr. Joseph Alfano.
PIC Membership
Current PIC membership (see attached list) stanas at 45 due to
resignations. To date no City of Miami appointee has resigned.

Allocation of Funds
During the 1984-85 program year the PIC of South Florida has
allocated a total of $17,572,932 in JTPA funds among 43 different
organizations in Dade and Mnnrne Counties (sae encl,�sed list of
allocations) . The City of Miami received :51 ,695,01 1 :r 9.65-1c of the

J:?A funding allocations are based on ,:lr nurnbcr Jor, !)lacements
that a given service provider accomplished durin,& the previous
funding cycle. Funding for new program operators is provided in
limited amounts.
All funding allocations must be approved by the PIC and the
Consortium Board.
Items of Interest
The PIC/SFETC staff has provided the additional infnrmati(-)n shown
below about recent program outcomes and developments. This
information relates to some concerns that have been expressed.
o In 1983-84 the Dade/Monroe Service Delivery Area placed 2,400
JTPA participants in permanent jobs. For 1984-85 the antici-
pated number of placements is 3,300.
o 95A of job placements are :fade with the private sector; 89% are
still employed after 30 days; 541X are Black, 40b are Hispanic
and 6% are White.
o All program operators have a contractual obligation to serve
Blacks. Special mobile intake services have been established
with emphasis on the Black community. Out of 143 mobile intake
sessions during 1984-85, 113 were exclusively for Blacks, in-
cluding mobile intake sessions in Overtown and Opa-Locka.
o The PIC/SF£TC has assumed a leadership any coordination role in the Job Assistance Center located at t.".e Dorsey Skills Center.
