Dear Mayor Ferre:
The Metro -Miami Action Plan (MMAP) is a process which
encourages the input and involvement of the entire Dade County
as we attempt to determine the causes of disparity between
Blacks and other minorities and the general community.
The chief areas of our concern at present are Economic
Development, Housing, the Criminal Justice System, Education,
the Legislative Process and in the area of Employment, and it
is through these areas that we attempt to develop plans and
mobilize the resources necessary to effectively reduce or
eliminate the disparity.
In effect, the MMAP goal is to be the moral conscience of the
community with respect to unmet needs of minorities and to
serve as a catalyst for the implementation of change by
responsible agents in both the public and private sectors.
In an effort to make sure
apprised of that which has

mightily in the pursuit of MMAP goals. To do this, we need
