HomeMy WebLinkAboutR-85-0854J-85-784 M85-769 (7/18/85 ) RE30LUT ION NO A RESOLIJTIO14 RATIFYING, APPROViNI AND CONFIRMING THE EMERGENCY ACTION OF THE CITY MANAGER, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, IN AUTHORIZING THE PLACEMENT OF A ONE - PAGE, FOUR COLOR ADVERTISEMENT IN THE FRENCH MAGAZINE "L'EXPRESS" III AN AMOUNT NOT TU EXCEED $12,000 WITH FUNDS THEREFOR ALLOCATED FROM THE SPECIAL PROGRAMS APJU ACCOUNTS, CONTINGENT FUND. WHEREAS, the City Cornmicsion iE. committed to economic development and the expansion of trade and cornmerce; and WHEREAS, "L'EXPRESS", a Fr,es.ch magazine, is including a 24- page supplement on Miami in its October• 69 1985 issue which will focus on promoting Miami from both a tourism and economic development perspective; and WHEREAS, "L'EXPRESS" is the #1 French weekly magazine and has a worldwide circulation of 252,405 subscriptions and a worldwide readership of '100,000 persons; and WHEREAS, advertising space is being purchased by Dade County's Department of Tourism, Eastern Airlines, the Fontainebleau Hotel, the Port of Miami, Miami International Airport, the United States Travel Administration, Coconut Grove Center and the Royal Caribbean Cruise Line; WHEREAS, the unique and specialized nature of this particular advertising source precluded any other reasonable sour•se of supply; and WHEREAS, due to the time constraint an emergency approval is necessary; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: il'. ... It has been requested that the City of Miami purchase advertising space in the October 6, 1985 issue of the French magazine "L'EXPRESS". This issue of "L'EXPRESS" will include a 24-page supplement on Miami which will focus on promoting Miami from both a tourism and economic development perspective. "L'EXPRESS" is the #1 French weekly magazine with a worldwide distribution of 252,405 subscriptions. As the third largest weekly magazine in the world, "L'EXPRESS" reaches a readership of over 700,000 people which includes the following statistics: 71% of the readership is comprised of senior businesspersons 67% of the readership is in top management with an average income of $45,000+. Advertisements in this supplement are also being supported by Dade County'S Department of Tourism which will be placing a two -page advertisement, Eastern Airlines, the Fontainebleau Hotel, the Port of Miami, Miami International Airport, the United States Travel Administration, Coconut Grove Center, and Royal Caribbean Cruise Lines. Honorable Mayor and Member, - of the City Commission Page 2 Since all advertisement copy must be in the publisher's hand by August 15, 1985 to meet the October 6, 1985 publishing deadline, it is necessary at this time that an emergency purchase be made by the City Commission. The unique and specialized nature of this particular advertising source has precluded any other reasonable source of supply. Recommendation It is therefore recommended that the City Commission approve the attached resolution ratifying, approving and confirming the the emergency action of the City Manager in allocating an amount not to exceed $12,000 to cover the cost of placing a one -page, four color advertisement in the October 6, 1985 issue of the French magazine %'EXPRESS" with funds therefor allocated from the Special Programs and Accounts, Contingent Fund.
