A RESOLUTION AUTHORIZING THE CITY
MA14AGER TO EXECUTE AN AGREEMENT, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY,
WITH MIAMI-DADE TRADE AND TOURISM
COMMISSION, INC. (MDTTC) IN AN AMOUNT
WIT TO EXCEED $18,750 FOR THE PERIOD OF
AUGUST 1, 1985 TO October 31, 1985 TO
ASSIST THE CITY OF MIAMI IN PROMOTING
THE CITY AS A POTENTIAL BLACK CONVENTION
SITE AND TO INCREASE THE INVOLVEMENT OF
BLACKS IN TOURISM RELATED ACTIVITIES
SUBJECT TO THE SUBMISSION BY THE MDTTC
OF A 31111';E T AND WORK PROGRAM ACCEPTABLE
TO THE CITY AND THE SUBMISSION BY THE
MDTTC OF AN INDEPENDENT AUDIT OF ITS
1984-85 CONTRACT PERIOD BY OCTOBER 31,
1985 WITH SAID FUNDS ALLOCATED FROM
SPECIAL PROGRAMS AND ACrOUNTS,
CONTINGENT FUND."
WHEREAS, tourism and conventions have long been regarded as
the mainstay of the 11i arii -Dade economy; and
'WHEREAS, the City of Miami recognizes the potential impact
that Black American tourists and conventions could have on Miami
economically; and
WHEREAS, MDTTC is assisting in promoting the City of Miami
as a convention site; and
WHEREAS, MDTTC is identifying prospective conventions and
forwarding this information to the City of Miami's Convention
Bureau; and
WHEREAS, the City Commission approved Resolution No. 85-554
on May 23, 1985 authorizing the City Manager to execute a
contract in an amount not to exceed $71,500 with MOTTO; and
WHEREAS, the City Commission wishes to continue to support
the activities of MDTTC;

exceed $18,750 for the period of August 1, 1985 to October 31,
IY85 for the purpose of assisting the city of Miami in promoting
the City as a potential Black Convention site and to increase the
involvement of Blacks in tourism related 3:tivities subject to
the submission by MDTTC of an acceptable budget and work prograr;�
to the City and to the submission by MDTTC of an independent
audit for its 1984-85 contract period by October 31, 1985.
Section 2. A sum not to exceed $18,750, is hereby allocated
from Special Programs and Accounts, Contingent Fund to cover the
cost of said ayreement for the period of August 1, 1965 to
October 31, 1985.
Section 3. Future funding beyond the period of October 31,
1985 will be dependent upon a decision by Metro Dade County to
continue funding to t-1DTTC either directly or through the Beacon
Council .

"It is recommended that the City
Commission approve the attached
resolution authorizing the City
Manager to execute an agreement, in
a form acceptable to the City
Attorney, with Miami -Dade Trade and
Tourism Commission, Inc. (t4DTTC) in
an amount not to exceed $18,750 for
the period of August 1, 1985 to
October 31, 1985 to assist the City
of Miami in promoting the City as a
potential convention site for Black
conventions and to increase the
involvement of Blacks in tourism
related activities subject to the
submission by the MDTTC of a budget
and work program acceptable to the
City and the submission by the
MDTTC, of an independent audit of
its 1984-85 contract period by
October 31, 1985 with said funds
allocated front Special Programs and
Accounts, Contingent Fund."
The Department of Economic Development (DED) has received a request
from the Miami -Dade Trade b Tourism Commission, Inc. for $305,000 for
the funding year of 1985-86. It is the opinion of MDTTC that the
amount of $305,000 is required to adequately support its activities.
However, the DED is recommending funding in an amount not to exceed
$18,750, which represents three months (8/1/85-10/31/85) of an annual
year's contract based on $75,000/year. We are recommending this
course of action for the following reasons:

* Metro Dade County has not determined whether it will fund MDTTC
for the period beginning 10/1/85 or if it does what the level of
funding will be. Dr. Ernie Martin, Director of Metro's Office of
Community and Economic Development, has indicated that future
funding from Metro Dade County to 'MDTTC will depend upon funding
from the TIC and the Beacon Council. Dr. Martin will look to the
Beacon Council to review MDTTC 's proposal for contirLued funding
for the period beginning October 1, 1985. Dr. Martin indicated
that MDTTC's functions might be absorbed through the programming
of the Beacon Council as it relates to the entrepreneurial
development of Black businesses in international trade.
Therefore, the question of funding from Metro Dade County is
unresolved at this time.
* The City of Miami has provided funding to MDTTC at an average
level of $75,000 per year for fiscal 1983-84 and fiscal 1984-85.
* The MDTTC has had financial, audit and management problems during
the 1983-84 and 1984-85 fiscal periods which have impaired the
ability of the MDTTC to meet its contract objectives with the
City of Miami.
* The MDTTC must still demonstrate its effectiveness in delivering
tourism services to the Black business community of Miami.
* The MDTTC is negotiating with Metropolitan Dade County for 1985
contract funds. However, these negotiations have not been
concluded. It is understood that MDTTC will receive $53,000 for
the nine months period of January 1, 1985 to September 30, 1935.
* The proposed $305,000 budget does not adequately justify major
proposed expenditures. For example, the budget calls for the
following:
- $5U,000 for Black festivals with no justification to support
the proposed expenditure;

- $50,000 for Ms. Black Collegiate with no justifi,:3tion for the
proposed expenditure; and
- $189,000 for travel and per di en. with no specifics as to
destinations.
Regarding the audit problems of MDTTC, the City Commission approved
Resolution No. 85-553 on May 23, 1985 whereby the contract for the
period of August 29, 1983 to July 31, 1934 eras increased from $75,000
to $78,500 to allow MDTTC to satisfy $9,300 verified by the DED in
outstanding payables incurred during the 1983-84 contract period.
Also, the City commission approved Resolution No. 85-554 on May 23,
1985 whereby a contract in the amount of $71,500 was approved for the
period of August 1, 1984 to July 31, 1985.
1t is understood that MDTTC will be clear of all of its past audit
problems by July 31, 1985. However, this should be confirmed by way
of an independent audit by a certified public accountant. Thus, it
is recommended that the City Commission approve the attached
resolution whereby $18,750 wi11 be provided to the MDTTC for the
contract period of August 1, 1985 to October 31, 1985 based on an
annual year's contract- of $75,000/year, with the requirement that
MDTTC provide the City with an independent audit by a certified
public accountant by October 31, 1985 and a budget and work progran
acceptable to the City.
Future funding beyond the period of October 31, 1985 will be
dependent upon a decision by Metro Dade County to continue funding to
MDTTC either directly or through the Beacon Council.
