Eight bias were received on Bid #84-85-14 for the cleaning of trash and debris from the City's three stadiums. The responding bidders were composed of seven minority firms and, one non -minority firm who intended to use a minority subcontractor for 60% of the services to be provided. After a detailed Did analysis by the Office of Stadiums, it was determined that Property Management and Maintenance, Inc., a minority Vim, had submitted the lowest responsible and responsive bid. The Office of Stadiums used the following four criteria which were considered most relevant to that Office s needs and to the City's minority vendor goals: 1. PRICE Each vendor's bid prices were applied to actual 1984 stadiums cleaning )obs. These total prices were ranked on a scale of 0 to 40 with the lowest bidder assignea 40 points and other bidders assigned points in proportion to their variation from the lowest bid. 2. LARGE ASSEMBLY FACILITY CLEANING EXPERIENCE Each bidder's experience was ranked on a scale of 0 to 25. The higner scores were given to firms wnien had experience cleaning and removing large volumes of trash from large facilities before the next day's event. 85--8•10#6 4 E: The Honorable Mayor and Members of the City Commission Page 2 of 2 3. MINORITY VENDOR Each minority bidder was awarded maximum points in this cat:,3ory. The non -minority bidder who planned to have 60% of the services provided by a minority subcontractor was given a corresponding 60% of the maximum score. 4. YEARS IN BUSINESS A maximum score was given to tnose bidders who Nave been in business over five years. Eacn bidder's score for tnese four criteria is shown on the attached tabulation. Timeliness and quality of cleaning services are essential in allowing the Office of Stadiums to carry out its contractural obligations to the major football and baseball tenants ana users of the City's stadium facilities. Funds are available in the Office of Stadiums' Fiscal Year 1984-85 budget for this service which is estimated to have an annual cost of $180,000. Since the 1985 football season begins on August loth and there are no Commission meetings scheduled for the month of August, it is essential that action be taken on this matter at the July 25th Commission meeting. 85-840.
