HomeMy WebLinkAboutR-85-0837J-85-793 0 RESOLUTION NO. sJ-8f"3 A RESOLUTION APPROVING THE SELECTION BY THE COMPETITIVE SELECTION COMMITTEE OF THE MUST QUALIFIED FIRMS TO PROVIDE PROFESSIONAL ARCHI`CECTURAL/ENGINEERING SERVICES FOR THE REDESIGN AND RECONSTRUCTION OF THE Mlt�Ml STADIUM PRESS BOX; AUTHORIZING THE CITY MANAGER TO NEGOTIATE A PROFESSIONAL SERVICES AGREEMENT; DIRECTING THE CITY MANAGER TO PRESENT A NEGOTIATED AGREEMENT TO THE CITY COMMISSION FOR APPROVAL; SAID PROJECT TO BE FUNDED UNDER THE; CURRENT CAPITAL IMPROVEMENT PROGRAM IN THE AMOUNT OF $300,000. WHEREAS, the City Commission on October 10, 1984, by Resolution No. 84-1155, designated the reconstruction of Miami Staaium Press Box Project as a Category B project in accordance with Subsection (2) of Section 18-77.2 of the City Cone; ana WHEREAS, in the implementation of the said project, the City Manager through a Competitive Selection Committee, appointed by Resolution No. 84-1155, solicited expressions of interest from qualifieu consultants ana evaluated the qualifications of those firms which respondea to his inquiry; and WHEREAS, the most qualified firms for proviaing professional architectural/engineering services for the redesign and reconstruction of said project were selected in accordance with the State of Florida consultant's Competitive Negotiations Act, enacted by the Floriad Legislature on July 1, 1973; and WHEREAS, it is the best interest of the City of Miami to begin the redesign and reconstruction of the Miami Stadium Press Box as soon as possible in order to insure that the project is timely and will reauce costs; and WHEREAS, funding in the amount of $300,000 has been appropriated for the cost of this project, including contracting for professional architectural/engineering services and any ancillary service contracts; - CITY COMMISSION MEETING OF !'=L 25 1935 r 0 NOW, THEREFORE, BE 1T RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby approves the — selection by the Competitive Selection Committee of the following firms as the most qualified to provide professional architectural/engineeriny services for the redesign and recoristruction of the Miami Stadium Press Box in the rank order listed: I. Glenn Allen Buff Associates Kunde Sprecher Yaskin & Assoc., Inc. �iebb-Crouse-Truglio-Horiderich Consulting Engineering 2. Vickrey Ouresta Awsumb Associates, Inc. Maurice Gray Associates, Inc. (Eny) 3. Abele Associates, Inc. Architects/Planners McGlinchey and Pundt Bradley -Whitworth Section 2. The City Commission hereby authorizes the City Manager to negotiate a professional service contract on behalf of the City of Miami with Glenn Allen Buff Associates. In the event that the City Manager cannot negotiate a contract which, in his option is fair, competitive and reasonable, with the first of the rank ordered firms, then he is hereby authorized to terminate such negotiations and to proceed to negotiate with the remaining firms in the rank order listed until a fair, competitive and reasonable agreement has been reached with a firm. Section 3. 'rho: City Manager is directed to present to the City Commission for its approval the negotiated contract prior to execution. The Aiami Stadium Press Box, which dates back to 1949, has deteriorated from termite damage to such an extent that the front winnows ana frames could fall out into the stadium seating area below. The electric service is old and has reached an overload capacity. The flooring is unstable because of termite damage. Fire exits lead onto a aeteriorated and unsafe roof walKway. The Press Box must be either completely rebuilt or replaced. On June 14, 1984, the Capital Improvement Ordinance was amended in the amount of $300,000 for the Miami Stadium Press Box renovation project. Due to the desired timeliness and expertise needed to provide Professional Architectural/Engineering Services for redesign and reconstruction of the Press Box, it was recommended by the Office of Stadiums that the City retain the services of a Professional Consulting Firm. Therefore or, September 24, 1984, the City advertised and received letters of interest from Professionai Consulting Firms for the reconstruction of the Miami Stadium Press Box. 85-831e . The Honorable Mayor and Members of the City Commission Page 2 of 2 The Competitive Selection Committee met on Thursday, June 6, 1985 and interviewed nine (9) architectural firms for the renovation of the Miami Stadium Press Box. The various firms were evaluated and ranked based on previous professional experience, organization and staff, location of office and affirmative action. The Committee selected the following firms as having the best demonstrated the above requirements: 1. Glenn Allen Buff Associates Kunde, Sprecner, Yaskin & Associates, Inc. Webb -Crouse- Truglio — Honderich Consultants Engineers. 2. Vickrey Ouresta Awsumb Associates, Inc. Maurice Gray Associates, Inc. Engineers 3. Abele Associates, Inc. Architects/Planners McGlinchey and Pundt Bradley -Whitworth Glenn Allen Buff Associates ana Abele Associates, Inc. furnished affirmative action certificates issued by Metro - Dade stating that they have met the affirmative action requirements under ordinance No. 82-37 of the County Code. (copies of certificates are attached). In addition to the affirmative action certificates, all of the above consulting firms have submitted copies of their "Equal Opportunity Employment Profile" which details the minority composition of each firm.
