RESOLUTION NO. 85- -8'Z'9
A RESOLUTION AUTHORIZING THE CITY PIANAGER TO
ESTABLISH A PROPOSED MILLAGE RATE FOR THE CITY OF
MIAMI, FLORIDA, FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 1985 AND ENDING SEPTEMBER 30, 1986 AND
FOR THE DOWNTOWN DEVELOPMENT AUTHORITY COVERING
THE SAME FISCAL YEAR.

WHEREAS, the State Legislature has r,nacted HL-4P, entitled, Truth in
Village (TRIM Bill), which requires municipal ities to establish a proposed
millage rate; and
WHEREAS, said law stipulates that the proposed millage rate he submitted to
the Property Appraiser and the Tax Collector; and
WHEREAS, said rate will reflect the levy necessary to realize property tax
revenues anticipated in the FY'(26 Budget; and
WHEREAS, the TRIM Bill requires that proposed tax rate he included on tax
notices; and
WHEREAS, the proposed millage rate submitted to the Property Appraiser is
not binding but is necessary for the purpose of preparation of tax notices; and
WHEREAS, the City Commission also authorized under Chapter 14, Section
14-34 of the Miami Code, to levy an additional ad valorem tax on all real and
Personal property in the downtown district, rct exceeding one half (z) mill on
dollar valuation of such property for the purpose of financing the operation of
the Downtown Development Authority;
NOW, THEREFORE,BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

The City Manager is hereby authorized
to establish
a proposed
millage rate
for
the City of Miami, Florida for the
fiscal year
beginning
October 1, 1985, and ending September 30, 1986 as follows:
General Operating 9.8571
Debt Service 2.0520
Total Millage Rate 11.9091
Sectin 2. The City Manager is further authorized to submit a proposed
millage rate for the Downtown Development Authority for the fiscal year
beginning October 1, 1985, and ending September 30, 1986, as follows:
General Operating .1429
Total Millage Rate .1429
Section 3. The City Manager is instructed to submit said proposed millage
rates for the City of Miarli and the Downtown Development Authority to the

according to an opinion from the State or Florida Department of Revenue with
which the City Attorney's Office concurs, the combined millage rates of the City
of Miami (General Operating) and the Downtown Development :authority cannot
exceed the State -mandated cao of 10 mills. The proposed miIiage rate for the —
city of 9.8571 added to the proposed rate for the DDA of .1429 is in accordance
with the state mandated cap of 10 mills.
On July 25, 1985, the City Commission must also establish meeting dates and
times of the first and second public hearings in connection with the City and
DDA FY'86 proposed millage rates and budgets.
Outlined below are the Public Hearing Dates which are available to the City
for the first and second public hearings to adopt the FY'36 budget and proposed
millage rates. These dates have been developed by strict adherence to the rules
and regulations as set forth in the State's Trim Bill. Please note that these
two Public Hearings must be held after 5:00 pm.

It is recommended that the City Commission approve
the attached Resolution establishing the fiscal
year 1985-86 proposed millage rates for the City
of Miami and the Downtown Development Authority
(DDA).
On June 30, 1980, the State Legislature enacted House Bill - 40 entitled "Truth
in Millage (TRIM Bill)." This bill requires municipalities to establish a
proposed rnillage rate and stipulates that the proposed millage rate be submitted
to the Property Appraiser for inclusion in the City's tax notices mailed to
property owners. This is a proposed millage rate and may be changed at the time
the final budget is adopted.
The City Commission is authorized under Chapter 14, Section 14-34 of the Miami
Code to levy a special ad valorem tax on all real and personal property in the
Downtown district not exceeding one half (}) mill for the purpose of financing
the operations of the DDA.
The proposed FY' 86 millage rates for the City of Miami (General Operating and
Debt Service) and the DDA as compared to FY'85 rates are outlined below:

The millage rate for the general operating budget wili remain unchanged as a
result of increased revenues in local option gas tax, franchise fees, utility
service taxes (ie. Southern Bell) which offset the additional cost of government
for FY'86.
