A RESOLUTION AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AMENDMENT,
IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, TO THE CONTRACT DATED
MARCH 15, 1935 WITH ALLAPATTAH
MERCHANTS ASSOCIATION, INC. FOR
THE COORDINATION AND DEVELOPMENT
OF THE ALLAPATTAH SHOPPING CENTER
WHEREBY THE TERMINATION DATE OF
SAID CONTRACT IS EXTENDED FROM
JUNE 30, 1985 TO NOVEMBER 30,
1985.
WHEREAS, the Allapattah Commercial Business District along
3Gth Street between N.W. 7th Avenue and N.W. 27th Avenue was once
a major thoroughfare for commercial business activity and
redevelopment; and
WHEREAS, the City of Miami and Allapattah Merchants
Association, (AMA) contracted with The Chesapeake Consultant
Group, Inc. to conduct a market analysis and financial
feasibility study to ascertain the viability of a retail shopping
center adjacent to the Allapattah Rapid Transit Station site
located at the intersection of N.W. 36th Street and N.W. 12th
Avenue; and
WHEREAS, on March 19, 1984, the City of Miami Commission
approved and authorized the allocation of $300,000 of loth year
Community Development Block Grant funding for the proposed
shopping center; and
WHEREAS, the Allapattah Local Development Corporation
(ALDC) was incorporated by the AMA to develop the proposed
Allapattah Shopping Center; and
WHEREAS, on November 15, 19840 the City of Miami
Commission passed Resolution No. 84-1299 authorizing the City
Manager to enter into an agreement with AMA whereby $35,000 would
be provided for administrative and technical assistance support
to the ALDC for the coordination and development of the

WHEREAS, the development of the Allapattah Shopping Center
has been delayed as a result of the lack of performance of a
consultant employed by the ALDC prior to September 17, 1984 and
due to delays in identifying a developer for the Allapattah
Shopping Center; and
WHEREAS, the ALDC and The flaryIand Corporation are
presently negotiating the contract for the development of the
Allapattah Shopping Center; and
WHEREAS, the ALDC has requested that the termination date
of the contract be extended; and
WHEREAS, the City Commission is desirous of continuing its
support of the ALDC for the development of the Allapattah
Shopping Center;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section I. The City Manager is hereby authorized to
amend, in a form acceptable to the City Attorney, the contract
dated March 15, 1985 between the Allapattah Flerchants Association
and the City for the coordination and development of the
Allapattah Shopping Center whereby the termination date of said

Under the sponsorship of the City of Mia.Ii and the Allapattah
,Merchants Association (AMA), The Chesapeake Consultant Group, Inc.
produced a market analysis and financial feasibility study in May,
1933 which listed certain recommendations regarding the viability of
a retail shopping center adjacent to the Allapattah Rapid Transit
Station in the Ailapattah Commercial Business District. Based upon
the recommendations of the study, AMA incorporated the Allapattah
Local Development Corporation (ALDC) to develop the proposed
Allapattah Shopping Center.
On March 19, 1984, the City Commission authorized the allocation of
$300,000 of 10th year Community Development Block Grant funds for the
development of a retail shopping center adjacent to the Allapattah
Rapid Transit Station site located at the intersection of NW 36th
Street and NW 12th Avenue.
On November 15, 1984, the City Commission passed Resolution No. 84-
1299 authorizing the City Manager to enter into an agreement with AMA
whereby $35,000 would be provided for administrative and technical
assistance support to the ALDC for the coordination and development
of the Allapattah Shopping Center.
After a series of delays primarily due to the lack of performance of
a consultant hired in 1984 to assist the ALDC with the development of
the shopping center, The Marylsnd Corporation (7MC) has been

identified as the proposed developer of the Allapattah Shopping
Center. ALDC and TMC are presently negotiating a contract for the
