AUTHORIZING THE, CITY MANAGER TO PREPARE A DRAFT REQUEST FOR PROPOSALS (R.FP) FOR A UDP, AND CONFIRMING THE SETTING; OF A PURLIC HEARING FOR JULY 25, 1985 AT 3:30 P.M., TO TAKE TESTIMONY REGARDING A RFP FOR A UDP FOR THE DEVELOPMENT OF CULTURAL, RECREATIONAL, ENTERTAINMENT AND MARINE -ORIENTED RETAIL USES INCLUDING FOOD AND BEVERAGE SALES AT MIAMI MARINE STADIUM LOCATED AT 3601 RICKENBACKER CAUSEWAY; AND TO AUTHORIZE THE ISSUANCE OF A REP, SELECT A CERTIFIED PUBLIC ACCOUNTING FIRM AND APPOINT MEMBERS OF A REVIEW COMMITTEE TO EVALUATE PROPOSALS AND REPORT FINDINGS TO THE CT.TY MANAGER AS REQUIRED RY THE CITY CHARTER AND CODE. WHEREAS, City of Miami Charter Section 53(c) allows for "Unified Development Projects" where an interest in real property is owned or is to be acquired by the City and is to be used for development of improvements; and WHEREAS, the City Commission determines that for the development of cultural, recreational, entertainment and marine - oriented retail uses including food and beverage sales, at the Commodore Ralph Monroe Marine Stadium, a.k.a. Miami Marine Stadium, located on City owned waterfront land at 3601 Rickenbacker Causewav, it is most advantageous for the City to procure from a private person one or more of the followinq integrated packages: - Planning and design, construction and leasing; or - Planning and design, leasing and management; or - Planning and design, construction and management; or - Planning and design, construction, leasinq and management; and -1- CITY COMMISSION MI E'I'lt1G OF JUL 235 1985 VA13 r- WHEREAS, Charter Section 53(c) requires that the City Commission hold a public hearing to consider the contents of. the Request for Proposals ; and WHEREAS, Charter 53(c) further requires that, at the conclusion of the public hearing, the City Commission, if disposed to proceed, authorize the issuance of a RFP, select a certified public accounting firm and appoint the members of a review committee from persons recommended by the City Manager. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. It is most advantageous for the development of cultural, recreational, entertainment and marine -oriented retail uses including food and beverage sales at the Commodore Ralph Monroe Marine Stadium (a.k.a. Miami Marine Stadium) located on City owned waterfront at 3601 Rickenbacker Causeway, that the City procure from a private person one or more of the following integrated packages: - Planning and design, construction and leasing; or - Planning and design, leasing and management; or - Planning and design, construction, and management; or - Planning and design, construction, leasing and management. Section 2. The City Manager is hereby authorized to develop a Request for Proposals for a Unified Development Project proposal for the development of the improvements as set forth in Section 1 herei.nabove. Section 3. A public hearing for July 25, 1985, at 3:30 p.m. to consider said RFP for a UDP for the development of cultural, recreational, entertainment, and marine -oriented retail uses, including food and beverage sales, at Miami Marine Stadium as specified herein above is hereby confirmed. -2- 85 -820 000 Section d. The City Manaqer shall recommend the names of persons from the public and private sectors to serve on the review committee to evaluate each proposal. Section 5. As required by the City Charter and City Code, the City Commission shall, at the conclusion of the public hearing, authorize the issuance of an RPP, select a certified public accounting firm and appoint members of a review committee to evaluate proposals and render a written report to the City Manager. The City of Miami Charter, Section 53(c), providing comprehensive procurement procedures, allows for "Unified Development Projects", defined as projects where real property acquired or to be acquired by the City is to be used for developing improvements. The City Commission makes a determination that it is most advantageous to the City to procure from a private entity an integrated development package which may include planning and design, construction, leasing and management. Section 53(c) further requires that a Request for Proposals for a Unified Development Project will: generally define the uses the City is seeking for the project; . specify the land parcel to be made available; 85-820 iiis 4 3 '-%\ 10 Honorable Mayor and Members of the City Commission Page Two . specify the extent of the City's proposed commitment of funds, property, and services; specify evaluation criteria for a review committee and a certified public accounting firm; and . define terms that would cause termination of the development agreement. It is recommended that Unified Development Project proposals be sought for cultural, recreational, entertainment and marine - oriented retail uses including food and beverage sales for Miami Marine Stadium located on City owned waterfront land at 3601 Rickenbacker Causeway. The Request for Proposals will seek an integrated development package to provide water and marine -oriented entertainment, sports, exhibitions, events, and support services at the Marine Stadium facility and the adjoining land. The RPP will recommend that the City retain ownership of the property and enter into a lease agreement with the successful proposer. Proposers will be expected to made all necessary improvements to the facility and adjoining property at no expense to the City. Proposals will be evaluated on the basis of qualifications and experience of the development team assembled, the projected financial return to the City, quality and appropriateness of the uses proposed, and minority involvement in the project. It is requested that the Public Hearing be scheduled on the City Commission meeting of July 25, 1985 at 3:30 p.m. JEG/ARW/mim
