Sergio Pere 1 REFERENCES City Manager ENCLOSURES The purpose of this memorandum Is to discuss the City of Miami's initlatlVes to combat crime. We face, as We have discussed, a serious crime situation in our community. While the rate of violent crimes such as murder. .. homlClde and aggravated assault has decreased substantially during the first half of 1985 other categories of crime such as _ larceny and motor vehicle theft have Increased. Chief Dickson and I have been carefully analyzing the myriad of ' complex factors associated with crime, crime prevention and law enforcement. This analysis, conducted- as One of my too priorities since my appointment as City Manager, has led to the development of a multl-faceted major Initiative to combat crime. am, with the support and guidance of the City Commission, „s Immediately Implementing the following 11 point program. Action 1. Immediately shift 10% of plainclothes investigators `- to pro -active uniformed on -street patrol. This action will place an additional 30 sworn officers -'r on the street. Action 2. Immediately reassign all appropriate non -active ` duty status officers to administrative assignments. This will enable us to place approximately 30 additional sworn officers on the street In uniformed 3 pro -active patrol. ,t Action 3. Immediately begin the recruitment, hiring and w training of a minimum of 50 additional Public ' Service Aides (PSA's) In addition to the 70 PSA's currently In the Department. We are now ' Identifying funds In our FY-86 balanced budget. The addition of PSA's will free sworn officers from administrative functions. The City of Miami is nationally recoginl2ed as a leader I-, Law Enforcement Systems, In order to maximize the full potential • of computer crime fighting, we will actively seek to Increase the participation Of other Jurlsdictlonsi Crime has no jurisdictional boundaries, and a fully Integrated and Interactive network Is essential. Action 8. Immediately re-emphasize the role of the Task Force, the Police Department's specialized crime suppression team, to take direct action to deal with unique crime problems. This would Include the targeting of high crime areas for special enforcement, such as the 1-95 robbery situation. Action 9. Immediately Increase the City's participation In local, county, state and national cooperative efforts and Task Forces. Action 10. Immediately continue analysis and efforts to cIvIIIa- nize additional police functions such as accounting and training in order to release additional sworn personnel for crime fighting assignments. Action 11. Immediately Implement the functional realignment of the Police Department developed and recommended by Chief Dickson.
