After the 1980 riots, the Governor of Florida established the bade County Cltiaens Committee to look into doe causes of the riots and :recommend courses of &ctlon to be taken in order to Improve conditions which may have contributed to the riots. ,As a result of the Committee's efforts, a recommendation was JY made which stated that the Institution of cross-cultural training bocce at the recruit and general In-service training levels for police was essential. This was Included In their Sinai report (referred to as the block Report) issued in October of 1990. 1n 1"30 the Miami Police Department drafted a Request For Proposals (RFP) for the obtaining of professional services to develop and administer a policel community relations training grogram. Once the RFP was Issued and the ra pomars ranceiv*d, a committee selected a consultant. Their selection ultimately resulted in the award of a contract to Florida Memorial College for the provision of polGde%community relations training which was to have extended over a +decree year contract period and provide training to 1050 sworn members of the Police Department, The contract for the first year of service provision by Florida Memorial College was in effect as of August 193# to March 1983, In an amount of $73#000, and provided for trash*% of 150 persons. An extendon of this first year agreement, to e contract year to the City fiscal year, requires the approvsl of they City oshmmission In order to carry fire trainer program from March through r September of 1"). This extension! Is at a total cost of $689137 and would fund tra>miniamg for 1*7 pouce enmployoes. 51 m The honorable Mayor and Members of the City Commission Page 2 Oue to an unfortunate set of circumstances, the resolution authorizing the City Manager to enter Into the #test year contract extension was not acted upon at the 3uly 239 1983, meeting of the City Commission. in order to expedite the payment to the consultant, the City Manager executed the agreement on August 13, 1923. Therefore, it is requested that the City Commission now ratify, approve and confirm said action taken by the City Manager in an amount not to exceed $69,137.02 from Fiscal Year 1924-23 Budgeted Police bepartment Funds. r
