ADVERTISE FOR SEALED BIDS FOR THE CONSTRUCTION
OF WEST' LITTLE HAVA14A HIGHWAY IMPROVEMENT -
PHASE I IN WEST LITTLE HAVANA HIGHWAY
IMPROVEMENT DISTRICT -PHASE I, 11-4510.
WHEREAS, at the City Commission Meeting of June 13, 1985,
Resolution No. 85-587 was passed which ordered a highway
improvement identified as WEST LITTLE HAVANA HIGHWAY IMPROVEMENT -
PHASE I in WEST LITTLE HAVANA HIGHWAY IMPROVEMENT DISTRICT -PHASE I,
H-4510; and
WHEREAS, pursuant to due public notice, a public hearing was
held before the City Commission on July 18, 1985, as to any
objections to the confirmation of Resolution No. 85y-587, which
resolution ordered WEST LITTLE HAVANA HIGHWAY IMPROVEMENT -PHASE I
in WEST LITTLE HAVANA HIGHWAY IMPROVEMENT DISTRICT -PHASE I, H-4510;
and
WHEREAS, no objections to the confirmation of said highway
improvement were sustained by the Commission, it is therefore in
order for the Commission to confirm said ordering resolution and
authorize the City Clerk to advertise for sealed bids for the
construction of said improvement;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

confirming Ordering Resolution
No. 85-587 and authorizing the City
Clerk to advertise for sealed bids for
the construction of WEST LITTLE HAVANA
HIGHWAY IMPROVEMENT -PHASE I in WEST
LITTLE HAVANA HIGHWAY IMPROVEMENT
DISTRICT -PHASE I, H-4510.
WEST LITTLE HAVANA HIGHWAY IMPROVEMENT -PHASE to H-4510 was
ordered by the City Commission on June 13, 1985. It is now in
order to confirm the ordering resolution and to authorize
advertising for bids.
On August 5, 1985, the Department sent letters to the 439
property owners affected by West Little Havana Highway
Improvement informing them of a property owners' meeting to be
held at the Manuel Artime Community Center, 900 S. W. 1
Street. at 7:00 P.M. on August 199 1985. These letters were
written in both English and Spanish. The meeting was held in
the main auditorium of the Community Center, which seats
approximately 1,400 people, because of the large turnout
expected by virtue of the number of properties affected. Four
people showed up representing two of the 439 properties
affected by the Highway Improvement. Attached is a copy of
the property owner attendance list.
A public hearing will be held by the City Commission on
September 129 1985. At that time the Commission will hear
objections to the confirmation of Ordering Resolution
No. 85-587.

This improvement is being proposed as an assessable
improvement under Section 56 of the Charter of the City of
Miami. This district is located in the area bordered by S. W.
8 Street, S. W. 10 Street, S. W. 22 Avenue and S. W. 27
Avenue, and in the area bordered by N. W. 3 Street, N. W. i
Street, N. W. 17 Avenue and N. W. 22 Avenue.
The condition of the street right of way in these areas has
deteriorated. The pavement is narrow, in poor condition, off
center and/or out of grade; side parkways are in poor
condition due to extensive on -street parking; and drainage
problems exist.
All of these problems will be corrected on the streets within
WEST LITTLE HAVANA HIGHWAY IMPROVEMENT -PHASE I, H-4510. The
proposed construction will include asphaltic pavement,
concrete sidewalk, concrete curb and gutter, storm drainage
facilities and landscaping.
The construction of this improvement will be funded by General
Obligation Bond Funds. The estimated total cost of this
project is $2,800,000.
This improvement shall be designated in all proceedings and
assessments as WEST LITTLE HAVANA HIGHWAY IMPROVEMENT -PHASE I,
H-4510 and the property against which special assessments
shall be made for a portion of the cost thereof shall be
designated as WEST LITTLE HAVANA HIGHWAY IMPROVEMENT DISTRICT -
PHASE I, H-4510.

As part of the City-wide street improvement program, the City of
Miami is planning to rebuild the following streets:

The new streets will have two driving lanes bordered by concrete
curb and -gutter or valley gutter. Additional pavement for on -
street parking will be constructed between the valley gutter and
a new concrete curb adjacent to the sidewalk. Landscaped
planters will be provided where practical and drainage facilities
will be installed where necessary.
Although the City pays the cost for all drainage construction,
part of the cost (25%) of the street improvements must be
assessed to the abutting property owners as required by the City
Charter. The estimated assessment for all streets in this
project is $10.00 or foot of your property fronting on the
improved street. There will be an additional assessment of
approximately $2.50 per front foot if new concrete sidewalk must
be constructed adjacent to your property.
Your assessment can be paid in full when you receive your
assessment notice in approximately two years, or if your prefer,
it can be paid over a 10-year period in equal annual installments
with 5% simple interest on the unpaid balance.

In our July 8, 1985 letter, you were informed that the City
Commission would hold a public hearing for the purpose of discussing
the proposed street improvements to be constructed in West Little
Havana Highway Improvement - Phase I. At the July 18th public
hearing, the City Commission requested that this Department schedule
an evening meeting at which City personnel would explain the
improvements to the property owners affected by the project and
listen to suggestions on how to better serve the area. Accordingly,
we have scheduled a meeting at the Manuel Artime Community Center,
900 S.W. 1 Street, in the main auditorium at 7:00 p.m. an August 190
1985.
The City Commission will again discuss the proposed improvements at
their regularly scheduled commission meeting shortly after 3:30 p.m.
on September 12, 198S in the Commission Chambers at Miami City Hall,
3500 Pan American Drive, Dinner Key. At that time you may also
voice your comments concealing the improvements.
To better understand the scope of the proposed improvements, we have
enclosed a copy of the project map indicating the streets that will
be improved, and a copy of the proposed cross-section for the

street(s) adjacent to your property. If you would like additional
information concerning the improvements please call Mr. Dan Brenner,
Assistant Highway Engineer, at 579-586S. If you prefer, you may
come to our office during our regular working hours of 800 a.m. to
5 p.m,, Monday through Friday. We are located at the City
Administration Building, 275 N. W. 2 Street, 4th floor.
