A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI, AUTHORIZING THE BOARD OF COUNTY COMMISSIONERS OF DADE COUNTY TO INCREASE THE LEVY OF A .SPECIAL ASSESSMENT TAX FOR THE ESTABLISHMENT OF A SPECIAL ASSESSMENT DISTRICT, AS APPROVED AT THE DECEMBER 13, 1984 CITY COMMISSION MEETING THROUGH RESOLUTION NO. 84-14449 FOR THE PURPOSE OF PROVIDING MARKETING AND PROMOTION, SECURITY, MAINTENANCE AND MANAGEMENT SERVICES FROM THE MIAMI DESIGN PLAZA MERCHANTS ASSOCIATION (MDPMA) FOR THE MIAMI DESIGN PLAZA DISTRICT WITHIN THE SAID BOUNDARIES AS HEREINAFTER DESCRIBED; SAID INCREASE WILL BE AN ADDITIONAL $.25 PER SQUARE FOOT FOR A TOTAL AMOUNT OF $.50 PER SQUARE FOOT IN SAID DISTRICT OF THE CITY OF MIAMI FOR A FIVE YEAR PERIOD BEGINNING OC,TOBER 1985 TO COVER THE INCREASED COSTS OF LANDSCAPING AND SECURITY. WHEREAS, the Charter of Metropolitan Dade County, Florida has empowered the Board of County Commissioners of Dade County, Florida with the exclusive authority to create and establish Special Assessment Districts within, Metropolitan Dade County; and WHEREAS, the Laws of Florida and the Code of Metropolitan Dade County, Florida require the governing body of a municipality to approve the creation of a Special Assessment District if said district embraces all or part of the municipality; and WHEREAS, the continued development of the Miami Design District is of importance to the City of Miami and Metropolitan Dade County; and WHEREAS, on December 13, 1984, the City of Miami Commission adopted Resolution No. 84-1444 authorizing and urging the Board Of County Commissioners of Dade County, Florida to establish a Special Assessment District for the purpose of providing CITY COWIFUSSION MEETING OF SEP 12 1985 10.1 no. as-94 � �RfMA1tKS I marketing and promotion, security, maintenance and management services for the Miami Design Plaza District within the R boundaries described in the scheduled attached hereto, '9 designated as Exhibit "A" and made a part hereof; and 3 y WHEREAS, the Special Assessment Tax authorized by Resolution No. 84-1444 allocated an amount not to exceed $.25 per square foot in said district for a period of five years beginning October, 1985; and WHEREAS, the Miami Design Plaza Merchants Association (MDPMA) has requested that the Special Assessment Tax to be levied be increased from $.25 per square foot to $.50 per square foot to cover increased costs in the provision of landscaping and security services as set forth in the attached budget designated as Exhibit "B" and made a part hereof; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Board of County Commissioners of Dade County, Florida, is hereby authorized and urged to increase the levy of a Special Assessment Tax from $.25 to an amount not to exceed $.50 per square foot for the Miami Design Plaza District for a period of five years beginning October, 1985 in order to cover the increases in costs for landscaping and security as described in the attached budget designated as Exhibit "B" and made a part hereof. Section 2. The boundaries of said district shall be the same as approved in Resolution No. 84-1444 described generally t w and set forth in the schedule attached hereto designated "Exhibit All and made a part hereof. 1985. Specifically, we are recmesting an addition to the plan which would consist of installation of twelve decorative guard houses located at strategic points and staffed with private security guards to improve the entryways, adding a mall -like atmosphere to the district and to irrprove security in the district. We are currently working with the City staff from the Department of Economic Development and Planning to finalize a proposal for your review at the September meeting. As soon as this proposal is complete, we will provide a copy to you. We conclude it would be of utmost importance that changes be made to the District to ensure the stability, economic growth and the vitality of the Design District. This proposal will involve a total of eleven or twelve key locations surrounding the Design Plaza to fur- ther enhance the mall -like atmosphere. Also planned are four major landscaped gateway entrances designed with signage and artwork. The first major gateway, on the corner of Northeast 36th Street and Northeast Second Avenue, will be completed within 90 days. The original plan was initiated in 1982 for the first Miami Market Week. Since that time more land has been acquired by the City and a more sophisticated plan has been designed by Ray Jungles, renowned landscape architect. This "gateway park" will be constructed and main- tained under the auspices of the Off -Street Park- ing Authority. Roger Carlton, Director of the Authority said that, "the design is perfect for the gateway of the stylish Miami Design District; one of our most important economic growth areas in the City of Miami." .�t `FIXING THE COURSE FOR THE FUTURE' �J The full quote by John Kennedy is, 'Our task is not to fix the blame of the past, but to fix the course for the future.' It is impor- tant to understand that anything incor- porated into the plan that is paid for with the special tax dollars must be 'for the good of and service to the general community'. The tax dollars can only be spent on projects that serve the public interest. Therefore, this plan must address itself to (a) security, (b) conven- iences for whoever uses the Design Plaza facilities and (c) beautification. Design and utility plans will be worked on and in September the com- mission will approve these plans and the pro- ject will began with an expected completion of December 1986. THE PLANS: Northeast 40th and 41st Street and Northeast First Avenue represent the initial phase. These Streets will have brick pavers in the sidewalks every five feet. The streets will be repaved where needed; trees will be planted and/or replaced where needed and light posts will be constructed. All top posts will con- form to one design. Northeast 41st Street has been chosen because it has been rezoned to SBI-8 to conform to the Miami Design District special overlay zoning. This will bring 41st Street up to par, enabling future expansions of the Design District. FT. UNDER CONSTRUCTION NOW! OVER 500,000 ON DRAWING BOARD Miami is reported to be the third largest design district in the country. Now we are going for �'21 With over 1 million sq. ft. of existing showrooms, we are now on our way to the 2 million mark. Charles Lallouz, the developer of the MIAMI IN- TER DESIGN CENTER (MiD) broke ground on MID II on July 17th. This 130,000 sq. ft. design center is ex- pected to be ready for occupancy in January 1986. The Mayor of Miami, Maurice Ferre, as well as many other city and county dignitaries were on hand to help dig the first shovelful of earth. Mr. Lailouz's first phase, was completed in I �.....r_v....1.� February 1984. A Third phase, now on the drawing boards will be 250,000 sq. ft. TER DESIGN CENTRE, will represent almost 500,000 sq. It, and $50 million dollars Ultimately, MIAMI IN - Martin Fineman will complete the fourth phase of the MIAMI DECORATING & DESIGN CENTER this Fall. All four Phases will total 370,000 sq. ft. The first construction began nine years ago with the rennova- tion of the Modernage building on the corner of NE 39th Street and NE 2nd Avenue. The DECORATIVE ARTS CENTER has recently been purchased by Coral Way Associates (CWA). They expect to expand the existing facilities. MIAMI DESIGN DISTRICT PROJECTED SALES 400 300 200 100 NEW ZONING WILL ATTRACT DESIGNERS, ARCHITECTS AND ARTISTS TO NEIGHBORING BUENA VISTA EAST A long range plan, of the Miami Design Plaza Merchants, has been to rezone the area from NE 42nd Street to NE 48th Street to Special Public In- terest (SPi) from residential. This will allow house occupations related to our area, such as artists studiosand designers and architects offices. This zoning change should take place by January 1986. The attraction to the designers, in addition to the proximity to the design district, is the architectural significance of the nouses. Once the finest neighborhood in Miami these, mostly Spanish in- fluence, houses can be restored to their former MIAMI DESIGN DISTRICT OVER 60 YEARS YOUNG It all began with MOORE'S over 60 years ago and then RICHARD PLUMER opened his design studio next door and his expansion is no secret. Now MOORE'S is undergoing a rennovation program. They have opened their 40th Street entrance, planning a 2nd Avenue entrance and construc- ting galleries to accommodate all of the new lines. grandeur. Applications are now being drawn up to request that this area be declared an historic district. $80,000 GRANTED TO DESIGN DISTRICT FOR MARKETING The Miami City Commission voted to give us $80,000 to be used for marketing and promotion of the design district. Of course, we need to match this with membership dues and co-op promotion funds. If you haven't sent in your dues or security payments, please, do so now. We have great plans and we want YOU to be part of them. Design Day and DESIGN MIAMI are just the beginning. DESIGw"N MIAMI 1986 February is the time. Start preparing now with plans for new products. We will be advertising in all national trade publica- tions as well as sending announcements to the press im- mediately. We will also be mailing invitations to designers in Florida, the Southeast and in other applicable states and have lists of designers from New York, New jersey, New England, Philadelphia, Washington DC, Baltimore and Maryland who love to come to Miami in February. WE NEED YOU. We are looking for a WORKING committee to help with this event. Call if you are interested because we will announce these names in our first release. 'We plan to tie in the dates with a major event such as the Grand Prix, Calle Ocho or the Big Orange Festival so that the visiting designers can take in some of the excitement of Miami. In December (day to be announced) we will dedicate our new Gateway/Park on NE 36th Street and NE 2nd Avenue. We are planning a Day of Design and we will send out a mailing to all of the designers in South Florida which are on our various lists (over 4,000), to tour the showrooms and join us for a PIC- NIC IN THE PARK. This should kick-off the season in a big way. Be prepared with new products, new displays and new ideas. IDEA: You might send out a notice to every one on your own designer list.
